Lot 1 is proposed to gain access from County Road 56. The wetland located on Lots 2, <br />3, 4, and 5 prohibits Lot 1 from gaining access to the new roa& Lot 5 currently has access to <br />County, Road 56; the developers are proposing to change this access to I58th Lane. The <br />preliminary plat has been sent to the County, and staff will forward the County's comments upon <br />receipt. The developer has been in contact with Jane Pemble at Anoka County, and is anticipating <br />the county will approve the new access from County Road 56, but has yet to receive a permit <br />from the county,. All fight-of-access along County Road. 56, excepting that necessary to provide <br />access to Lot 1, should be dedicated to Anoka County. <br /> <br />It should be noted that the building site for Lot 1 is proposed in a location surrounded by <br />protected wetland 341W. It will therefore be necessary to fill wetland to gain access to this lot. <br />The applicant will need to contact the Department of Natural Resources to detbrmine whether <br />such filling will be allowed. <br /> <br />Lot Size and Dimensions: The current minimum lot size in the R-1 Rural Developing Area is <br />2.5 acres; the five new lots are proposed to be larger than 2.5 acres. The total area of the parcel is <br />approximately 28.5 acres. <br /> <br />Grading and Drainage: The extension of 158ta Lane will drain overland to the cul-de-sac where <br />two catch basins will transmit stormwater to a detention pond located on the western edge of Lot <br />5. The overflow from this catch basin will be discharged into wetland 341 W. The soils outside <br />the wetland access consist of Ny'more and Anoka soil types with one class I soil when their <br />slopes are less than 12 percent. Sufficient class I soils are present on Lots I, 4, and 5 to presume <br />that two suitable soil absorption sites are availab[e. <br /> <br />A soil investigation was prepared for this subdivision regarding its suitability for on-site sewage <br />treatment systems by Kevin Ktoeppner of EcoSystems Engineering, which was dated July 2, <br />2002. Since the date of this report, there has been an adjustment to the lot boundaries. Mr. <br />Kloeppner has been requested to review the new boundaries and affirm the availability for two <br />systems on Lots 2 and 3. <br /> <br />This. Plat has been issued a permit from the Lower Rum River WMO' which addresses <br />permissible low floor building elevations. <br /> <br />Utilities: All lots will be served by on-site sewer and water. <br /> <br />Tree Preservation: The Preliminary Grading Plan identifies an area for tree preservation area. <br />-While the City currently does not have a tree prese~ation ordinance, we encourage you to work <br />with City Staff to identify additional areas for tree protection.as the project goes forward. Please <br />contact Mark Boos at (763) 433-9853 to discuss the matter further. <br /> <br />Park Dedication: The City's park dedication fee is $1,700 per unit. The City has the option for <br />land, cash or a combination d~ereof.
