Residential, which allows for medium density residential, development at a density not to exceed <br />seven units per acre. The preliminary plat reflects a net density (subtracting Alpine Drive and <br />T.H. #47 road right-of-ways and wetlands) of 6.8 units per acre. The development received a <br />variance to the 35-foot front yard setback requirement at the May 2, 2002 Board of Adjustment <br />meeting The structures will be set back 25 feet from the edge of the fight-of-way. The proposed <br />townhomes consist of four and six unit structures. The site plan approval process for the <br />development will review these units in more detail. In accordance with the newly adopted street <br />policy for multiple residential developments and suggestions from City Staff, Planning <br />Commission, City Council, and the developer has worked diligently to design the preliminary plat <br />with a combination of public streets and private driveway collectors, two accesses onto Alpine <br />Drive and two accesses to the adjacent property to the west. The City Engineer has reviewed the <br />grading plan and made some technical recommendations for the final grading plan required at the <br />time of final plat approval. The project is subject to the review and permitting process of the <br />Lower Rum River Watershed Management Organization (WMO) and MPCA.. The standard <br />drainage and utility easements are proposed around the perimeter of the plat. In accordance with <br />City policy, the wetlands and stormwater ponds are also proposed to be encumbered with <br />drainage easements. The proposed easements for sewer and water extensions comply with the <br />Utility Plan. The Landscaping Plan identifies existing tree stands; either the Plan has to. be <br />modified to also identify tree removal limits, or an addendum to the Grading Plan will be required <br />to identify both existing tree .stands and removal limits. All other aspects of landscaping are <br />reviewed as part of the Site Plan approval process. The proposed plat identifies a sidewalk along <br />the west side of Germanium Street. A trail, rather than a sidewalk, is proposed along Fluorine <br />Street in lieu of a trail adjacent to T.H. #47. Because of the wetland to the north, it would be <br />difficult to install a trail adjacent to #47. The City has engaged the services of SRF to do a traffic <br />noise level study on several pending residential proposals along T.H. #47. A 10-foot sound wall <br />or a combination of berating and sound wall must be completed as part of this development. The <br />Planning Commission recommended approval of the preliminary plat subject to compliance with <br />the City staff review letter. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to approve the preliminary plat for <br />Evergreen Point Townhomes contingent upon compliance with City staff review letter dated April <br />26, 2002, revised May 23, 2002, and subject to the.rezoning of the property, the finding of a <br />positive outlet, and working with staff on the 100~foot corridor, the line being installed <br />appropriately and the funding of those items acceptable to the City Council, metering of the <br />sanitary sewer line, and the sound wall being constructed to the same quality as the sound wall <br />and on the east side of T.H. #47. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurakl and Anderson.
