I'm not
sure what the silo is used for and have no objection to the granting of the variance as long
as there is an effort to contain any concrete dust or sand from blowing to our property if
in fact that is even a problem.

This also may be a good time to ask that the junk vehicles and obsolete equipment on the
property just to the north of Marshall Concrete be removed. Is that property owned by
Marshall Concrete and leased to Communicor? If so, making the clean up a condition of
permit may be in order.

Doing business in Ramsey has worked out well for us. Many of our customers and
vendors have commented on the neatness of the Industr/al Park. It is in the best interest
of all of us to maintain our property in business-like order.

Sincerely yours,

Ted Mateski
Executive VP of Operations

P:\Marshall Concrete var/anoe request.doc

-127-
