Review Letter: RAJA?evelopment <br />September 6, 2002 <br />Page 3 of 4 <br /> <br />Traffic Pattern: Staff has reviewed the turning radii for a 40 foot bus and has determined that <br />such vehicles can access the pumps from either Sunfish Lake Blvd. (approach pumps from the <br />east side) or US Highway #10 for at least the southerly three pump islands (approach pumps from <br />the west side). A bus approaching these pumps from the opposite site would not be possible, or <br />could be done only with difficulty. <br /> <br />Off-Street Parking - Design: In accordance with City Code, all driveways, off-street parking <br />and maneuvering areas are proposed to be surfaced with bituminous and finished with B-6/12 <br />concrete curbing. <br /> <br />Off-Street Parking - Spaces Required: City Code requires one (I) parking space for every 200 <br />square feet of retail space. In this case, the number of parking spaces required, is 18; the siteplan <br />complies with this requirement.. City Code requires one (1) parking space for each three seats of <br />tfi~ fast food facility. The site plan is proposing a total of 45 seats, which equates to 15 parking <br />stalls. The site plan complies with this requirement. <br /> <br />It should be noted the adjacent property to the west, Sunfish Commons retail center, utilizes the <br />subject property for overflow parking. Staff is concerned that the dense development proposal <br />for the subject property will intensify the parking congestion. <br /> <br />Lighting: All exterior commercial lighting must meet City standards, which require "cut-off" <br />type fixtures. Shop drawings of all proposed exterior lighting should be submitted for review an <br />approval. <br /> <br />Drainage and Grading: A grading and drainage plan dated July 27, 2002 has been prepared by . <br />Barry Morgan, which proposes four additional catchbasins being placed on the east and south <br />perimeter of the site. These catchbasins will discharge to existing 18-inch storm sewer pipes <br />which in turn drain to the detention pond located on the northwest comer of the adjacent <br />property. This detention pond has been designed to handle runoff from the subject site. <br />A permit must be obtained from the Lower Rum River Water Management Organization. <br /> <br />Signage: The site plan includes elevations and specs for signage on the subject property. The <br />City will review the proposed signage when a sign permit application has been submitted and the <br />applicable fees have been paid. It should be noted, City Code allows one monument/ground sign <br />per lot of record. <br /> <br />Storm Water Management Fee: The City has enacted a Stormwater Management Fee and the <br />current rate is $3,741.00 per commercial acre. The amount of Stormwater Management Fee due <br />on the 1.64-acre parcel is $6,135.00. A cash payment will be required prior to the City issuing a <br />Building Permit. <br /> <br />REU Number: The Residential Equivalent Unit (REU) will determine the amount this <br />development will pay to the City's storm water utilities.
