Further discussion: Further discussion: Councilmember McGlone requested Bunker Lake be connected to Puma for the final plat. He stated with respect to the park, he did not like the idea of holding it as a park and labeled as a park. He stated all of the improved properties were a part of their capacity rating. He noted Puma runs past the property, therefore that property would benefit from the access, and therefore there should be some cost attached to the property. Public Works Director Olson noted that was not possible unless the City went through the assessment process. Councilmember Dehen stated he was in favor of extending Bunker to Puma. Councilmember Wise stated he also did not like the word "park" in the plan. Councilmember McGlone stated the proposed park also did not have parking. Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Look, Elvig, Dehen, Jeffrey, McGlone, and Wise. Voting No: None. Motion by Councilmember Look, seconded by Councilmember Elvig, to introduce the Ordinance to amend the Zoning map for the rezoning. Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Look, Elvig, Dehen, Jeffrey, McGlone, and Wise. Voting No: None. Motion by Councilmember Look, seconded by Councilmember Elvig, to approve the major subdivision and the site plan contingent upon compliance with the City Staff Review Letter dated September 27, 2010 and to adopt Resolution #10 -10 -242 approving the request and authorizing staff to submit the Comprehensive Plan Amendment to Metropolitan Council, contingent upon final plat and site plan approval. Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Look, Elvig, Dehen, Jeffrey, McGlone, and Wise. Voting No: None. 7.03: Request for Final Plat Review of Ramsey Town Center 12 Addition and Final Site Plan Review of Ramsey Medical Building; Case of PSD, LLC Associate Planner Gladhill reviewed the staff report. Motion by Councilmember Wise, seconded by Councilmember Jeffrey, to approve the final plat of Ramsey Town Center 12 Addition and approve the final site plan contingent upon compliance with the City Staff Review Letter dated October 20, 2010. Motion carried. Voting Yes. Mayor Ramsey, Councilmembers Wise, Jeffrey, Dehen, Elvig, Look, and McGlone. Voting No: None. 7.04: Consider Supporting Response from the City of Saint Paul and Current Issues in Regard to the Mississippi River Corridor Critical Area (MRCCA) Rules Associate Planner Gladhill reviewed the staff report.
