Nelson, Assistant City Administrator <br /> Background: <br /> As a part of the negotiations for the 2002-2003 AFSCME Contract, the union membership had <br /> requested the reclassification of the Crime Prevention Specialist and Building Maintenance Worker <br /> positions. It has been past practice for the City of Ramsey to include position reclassification in the union <br /> negotiations in order to set a process for position reclassification. With the absence of the HR Manager, <br /> the City Administrator and myself, with the assistance of Labor Relations Associates, completed the <br /> negotiations with AFSCME. During those continued negotiations, management proposed to develop a <br /> policy that would set forth a process for position reclassification for all positions within the City of <br /> Ramsey. The AFSCME unit agreed to that change in process, and a policy is currently being developed. <br /> Given the research and discussion that had occurred in the negotiation process previously, <br /> management agreed to proceed with review of reclassification for the above mentioned positions. Job <br /> points were assigned to each of the job descriptions, and it was determined that the Building Maintenance <br /> Worker did not warrant a higher pay classification. Staff has considered at several times in the past <br /> restructuring this function, to provide a Senior Building Maintenance Worker position that would direct <br /> the work of the part-time Building Maintenance Worker and be responsible for the outcome of the <br /> Building Maintenance function. The Senior Building Maintenance Worker position would not have full <br /> supervisory responsibility for the part-time Building Maintenance Worker. Staff is recommending <br /> changes to the full-time Building Maintenance Worker job description to allow for work direction for <br /> part-time staff in Building Maintenance and increased accountability for outcomes in the Building <br /> Maintenance function. The revised job description will be handed out for Council review at the July 9th <br /> meeting. <br /> Staff is proposing to adopt the proposed changes to the full-time Building Maintenance Worker <br /> job description and a title change for Dan Bray to Senior Building Maintenance Worker. The part-time <br /> Building Maintenance Worker job description and pay scale will remain the same for the part-time <br /> employee currently working as a part-time Building Maintenance Worker. Staff is proposing to adjust the <br /> pay scale to that of the full-time Public Works Maintenance Worker position, of $31,276/minimum to <br />· $39,094/maximum. The current pay scale for the Building Maintenance Worker position is <br /> $26,383/minimum to $32,979/maximum. Dan Bray is currently at the top (Step 6) of the Building <br /> Maintenance Worker pay scale, and therefore staff is proposing to place Mr. Bray at Step 3 of the new <br /> pay scale of $34,402. <br /> Staff Recommendation: <br /> Staff is recommending a title change and reclassification of the Building Maintenance Worker <br /> position currently occupied by Dan Bray to Senior Building Maintenance Worker and to the pay scale of <br /> $31,276/minimum to $39,094/maximum, due to the increased responsibility reflected in the revised job <br /> description. Given the employee's current standing in the pay scale, it is proposed to place the employee <br /> at Step 3 of the new pay scale, at $34,402. Staff is proposing to enact this dhange retroactive to January 1, <br /> 2002. <br /> Committee Action: <br /> Motion to recommend reclassification and title change for the Building Maintenance <br /> Worker position currently occupied by Dan Bray to Senior Building Maintenance Worker and the pay <br /> scale of $31,276/minimum to $39,094/maximum, Step 3, retroactive to January 1, 2002, due to the <br /> increased responsibility reflected in the revised job description. <br /> Reviewed By: ~ <br /> City Administrator ~ [ <br /> Assistant City Administrator <br /> <br />-145- <br /> <br /> <br />
