-138- <br /> <br />Final Plat Review: Highlands At River Park 2"a Addition <br />June 20, 2002 <br />Page 2 of 4 <br /> As mentioned at the time of preliminary plat approval, all swales must be protected with <br /> drainage and utility easements. Cross drainage or drainage swales have been observed on <br /> Lot 16, Block 2 and are outside of the drainage and utility easements. This must be corrected <br /> and resubmitted. <br /> <br />A temporary cul-de-sac must be constructed at the end of 155~ Lane NW. This temporary <br />cul-de-sac must have an easement sufficient in size to accommodate snow storage and will <br />expire upon final plat approval for the 3rd addition. <br /> <br />4 <br /> <br />Gradi. ng, Drainage and Erosion Control Plan: In an effort to continue with grading into the <br />Third Addition, the Developer has submitted the Final Grading Plan for both additions to <br />balance the soil on site. Tke following comments are general in nature and are relevant to <br />both submittals. <br /> <br />The approval of the final grading plans on the Third Addition does not constitute approval on <br />anything but grading activities. All,pipe and utility construction will be considered at the <br />tkne of final plat approval ~br the 3"° Addition. However, any storm sewer pipe needed to <br />facilitate the grading activities for the 3rd addition must be installed at the Developer's risk to <br />protect e,,dsting homes. Additionally, the Developer will be required to put up a letter of <br />credit sufficient in size to complete the required storm sewer improvements. This letter of <br />credit must be large enough to cover the cost of construction and land acquisition unless a <br />separate recordable document is prepared dedicating the easements necessary to facilitate the <br />construction of the storm sewer pipes proposed on the Grading Plan for the 3rd Addition. The <br />letter of credit must also be sufficient in size to account for complete turf establishment on <br />the site with 4 inches of topsoil and seed. Any grade changes necessary during final plat <br />approval will be done at the Developer's expense. <br /> <br />Critical elevations and or change of slope elevations must be shown on each lot on the final <br />grading plans. These breakpoint elevations are necessary to evaluate the City Code <br />requirement of lots with less than 2% providing a Certificate.of Grading prior to the issuance <br />of a Certificate of Occupancy. These elevations shall be shown On the revised final grading <br />plan and this requirement will be reevaluated. Any tots not meeting the 2% requirement shall <br />be designated as needing a Certificate of Grading. <br /> <br />The following comments are specific to the Grading, Drainage, and Erosion Control Plan for <br />the 2na Addition prepared by Westwood Professional Services and dated May 17, 2002. <br /> <br />· Provide a detail of SOG on Sheet 3 of 4. <br />· Outlet between Lots 4 & 5 should be moved to between Lots 5 & 6 to min/mize pond <br /> short circuiting and opposite bank erosion potential.
