sewers and other public projects, in the permanent destruction of natural' <br />resources, loss of water retention facilities, open space and wildlife habitats <br />and impairment of public and private water supplies. Minimum area <br />requirements for building sites shall be determined in accordance with <br />Section 9.04 of the City Code, the standards of the Shoreland Overlay <br />District and the Critical Rivers Area Overlay District. <br /> <br />A minimum amount of filling may be allowed when necessary, but in no <br />case shall the following restrictions on total amount of filling be exceeded. <br />Since the total amount of filling which can be permitted is limited, the City, <br />when considering permit applications, shall consider the equal <br />apportionment of fill opportunity to riparian land owners: <br /> <br />Total filling shall not cause the total natural flood storage capacity of the <br />wetland to fall below the projected volume of runoff from the entire area <br />wetland water shed generated by a ten-year storm. <br /> <br />Total filling shall not cause the total"natural nutrient stripping capacity of <br />the wetland to fall below the nutrient production of the wetland watershed <br />shed for its projected development. <br /> <br />Only fill, free of chemical pollutants and organic wastes, may be used. <br />Wetlands shall not be used for solid waste disposal. <br /> <br />Grading and filling in overlay district areas or any alteration of the natural <br />topography where the slope of the land is toward a protected water or a <br />water-course leading to a protected water must be authorized by a permit. <br />The permit may be granted subject to the conditions that: <br /> <br />3. <br /> <br />The smallest amount of bare ground is exposed for as short a time as <br />feasible. <br /> <br />Temporary ground cover, such as mulch, is used and permanent <br />ground cover, such as sod, is established. <br /> <br />Methods to prevent erosion and trap sediment are employed. <br /> <br />Fill is stabilized to accepted engineering standards. <br /> <br />The removal of natural vegetation shall be restricted to prevent erosion into <br />protected waters, to consume nutrients in the soil, and to preserve aesthetics. <br />Removal of natural vegetation in the overlay districts, shall be subject to the <br />following provisions. <br /> <br />9-205 <br /> <br />-185- <br /> <br /> <br />
