He stated he appreciates her work and Ms. <br />Heryla will be sincerely missed. He encouraged her to remain in the public sector. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #3: Authorize Hiring of Interim Human Resources Consultant <br /> <br />Assistant City Administrator Nelson reviewed that at the April 23, 2002 Council meeting, staff <br />was authorized to hire an interim Human Resources Consultant to assist with Human Resources <br />services during the extended medical leave of the Human Resources Manager. Staff brought <br />Shannon Elofson on-board, who had recently left a municipal HR Department to start her own <br />business, which was anticipated to open at the end of the summer. Her business opportunity <br />came together more quickly than she anticipated and as of May 20, Ms. Elofson has no longer <br />been able to provide interim Human Resources services to the City of Ramsey. Additionally, as <br />reviewed in an earlier personnel case this evening, the Human Resources Manager, Rhonda <br />Heryla, has submitted her resignation effective the end of June 2002. Therefore, in an effort to <br />provide on-going HR services as well as assistance with the recruitment for an HR Manager, <br />staff is requesting authorization to hire another interim Human Resources Consultant. This <br />consultant would replace the services previously provided by Shannon Elofson. Assistant City <br />Administrator Nelson stated that staff does not have a commitment from an HR Consultant, but <br />is talking with several individuals who have municipal experience in the area of HR. With <br />Council approval, staff is optimistic they will be able to bring one of these individuals on-board <br />prior to the June 25 Council meeting. Staff is proposing to pay the Consultant a rate no greater <br />than $30.00/hour, not to exceed $5,000 a month. Staff proposes to fund this with salary <br />budgeted for the Human Resources Manager that is currently not being utilized. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to recommend that the City <br />Council authorize staff to hire staff to hire an interim Human Resources Consultant at a rate no <br />greater than $30.00/txour, not to exceed $5,000 a month. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Kurak, <br />and Zimmennan. Voting No: None. <br /> <br />Case #4: <br /> <br />Appointment of Economic Development Authority and Public Safety Board <br />Members <br /> <br />I <br />I <br />I <br />I <br /> <br />12 was noted that due to recent resignations of two members of the Economic Development <br />Authority and a vacancy on the Public Safety Board, a recruitment process to fill these vacancies <br />was initiated in late April. A notice was placed in the Ramsey Resident as well as published in <br />the City's legal newspaper, the Anoka County Union on May 25, 2002. In addition to the letters <br />received as a result of the recruitment advertisements, individuals who had participated in a <br />recruitment for EDA, Planning Commission, and the Park Board earlier this year and were not <br /> <br />Personnel Committee/June 11, 2002 <br /> Page 3 of 4 <br /> <br />-25- <br /> <br /> <br />
