He would like to see more thought put into erosion 'control measures <br />according to Best Management Practices. <br /> <br />A resident asked how long the project will take once a contractor is in place to purchase the fill. <br /> <br />Mr. Thompson answered that it would not take more than two years to remove the fill. <br /> <br />Ms. Nelson asked how often the dig~ng and hauling would occur. <br /> <br />Mr. Thompson stated that the fill would be hauled daily once it starts. <br /> <br />Ms. Nelson asked what Mr. Thompson plans to do w/th this parcel once the fill is removed. <br /> <br />Mr. Thompson stated that he plans to plant alfalfa hay and is not pla_ming to develop the <br />property. <br /> <br />Nelson asked what would be done about damaged roads. <br /> <br />Mr. Thompson stated that Anoka County has restrictions on road use for trucks, with which he <br />will comply. No City streets will be used. <br /> <br />Ms. Nelson stated that traffic is hcaW on County Road 63, County Road 5 and T.I-I. 47, and there <br />w/l/be a lot of extra dirt and dust w/th this truck traffic. Adding truck traffic to roads where there <br />is more traffic than can be handled, especially T.I--I. 47, Mil cause more traffic congestion. <br /> <br />Mr. Thompson stated that at the end of the haul road off the site there will be a gravel bed for <br />mud to fall off as trucks ex. it the site. Also, the roads Mil be watered daily as necessary. <br /> <br />Mr. Jankowski noted that Mr. Thompson will have to obta/n a hauling permit from Anoka <br />County, which may entail further restrictions. <br /> <br />Mr. Paul Smith 6245 L72nd Lane'N'iW., stated that there are plenty of ordinances tO control this <br />acti,rity. Mr. Thompson has private property rights and should be able to do what he wishes with <br />his own property. Although he agrees that I-Iighway 47 is inadequate to handle the traffic, <br />noted that the City put 2,000 houses to the south of it. <br /> <br />Another resident agreed with Mr. Smith regarding Mr. Thompson's private property rights. <br />However, tra~c on County Road 63 toward T.I--I. 47 cannot see up the hill. Being behind several <br />loaded trucks w/ll be an accident waiting to happen. T.I-I. 47 is a washboard now, and this truck <br />tr~c will take a further toll on the condition of that road. 'He asked if'there is any responsibility <br />on Mr. Thompson's part or the County to fix the road. <br /> <br />City Engineer Jankowsld responded that the County has jurisdiction over county roads and will <br />have to ~ant permission for a hauling permit.
