General Goals for Mixed Use <br />The following are the goals of the City relative to Mixed Use: <br />1. To provide an area where people can live, work and play, which supports alternative <br />modes of transit while still accommodating the automobile. <br />2. To ensure adequate service and retail opportunities to meet the needs of major <br />employment areas and businesses. <br />3. To enhance the local labor supply through provision of high density housing in close <br />proximity to major places to work. <br />4. To create an attractive high quality, community oriented development that positively <br />reflects on the image and identity of the Ramsey Community. <br />Mixed -Use Policy <br />Within the areas designated for Mixed -Use, it is the policy of the City to: <br />1. Work with the landowners to develop a master plan consistent with the intent of the <br />Mixed -Use designation. <br />2. Encourage consistent design standards based on transit orientated development <br />practices that serve as a framework for both public and private improvements <br />addressing streets, lighting, landscaping, and building materials and placements. <br />3. Allow higher density residential development within the Mixed -Use area. <br />4. Provide safe walkway and trail linkages from the The COR Mixed -Use area to other <br />public facilities, major employment centers (such as Ramsey Business Park 95) and <br />residential neighborhoods. <br />5. Encourage the Northstar Corridor Development Authority to consider the The COR <br />Mixed -Use area site for a commuter rail station site and work with the corridor to <br />plan for such a facility. <br />6. Communicate with Anoka County and MnDot regarding <br />development impacts associated with a potential bridge crossing. <br />7. Encourage all high- density residential developments to include a commercial /retail <br />component within the same building at street level. <br />
