I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />,I <br /> <br />action on the preliminary plat and instructed the applicant to redesign the plat showing two <br />accesses onto Alpine Dr. and no access going south. Staff still feels that there is a need to <br />provide access to the south. While there is no guarantee when the land to the south rnay be <br />redeveloped, the City should be prepared for the possibility if and when it occurs. Given the <br />staff's opinion on this matter and the Planning Commission's recommendation, the applicant is <br />requesting clarification from the City Council on the need to provide an access to the south so <br />that they can prepare a plat that is acceptable to the City. <br /> <br />Mayor Gamec stated that he would not be in favor having two accesses along Alpine Drive. He <br />felt that the best route would be to go through Mr. Kempf's property in the future. <br /> <br />Principal Planner Trudgeon stated that they are proposing a full turn around in the middle of the <br />development, but they would have to determine how to serve the end of the property. <br /> <br />Mayor Gamec stated that he thought it made sense to have a temporary cul-de-sac at the end of <br />the road. <br /> <br />Councilmember Kurak stated that she believes that City streets' should go through and it should <br />be developed with that concept. <br /> <br />Councihnember Zimmerman inquired as to how they address the 600-foot cul-de-sac <br />requirement. <br /> <br />Mayor Gamec stated that at this time they are better off with a cul-de-sac at the end of the street. <br /> <br />Principal Planner Trudgeon noted that a developer would have to receive a var/ance to exceed the <br />cul-de-sac length. <br /> <br />Developer stated that the site is fairly limited and having two accesses onto Alpine Drive <br />probably does not gain much. He stated that he is willing to work with 1Vh'. Kempf on buffering <br />the end o£ the road to his property. <br /> <br />Councilmember Kurak inquired if there would be an area snow storage. <br /> <br />Developer replied that that would be done within the road right of way. He explained that the <br />cul-de-sac would be developed to gain access to the future service road in the future. <br /> <br />Councilmember Hendriksen stated that he personally would prefer to see the future connection <br />shifted towards the front. He also noted that he would like to see more spacing between the <br />townhomes and the existing neighborhood. <br /> <br />Principal Planner Trudgeon inquired if it would be reasonable for staff to report to the Planning <br />Commission to make the connection to the south. <br /> <br />City Council/February 26, 2002 <br /> Page 27 of 35 <br /> <br />-51- <br /> <br /> <br />
