-52- <br /> <br />Councilmember Anderson stated that every time there is a temporary cul-de-sac constructed that <br />is supposed to go ttu:ough, when it times to make that connection it creates a controversy. Her <br />other concern with the development is only having one way in and one way out. <br /> <br />Mayor Gamec stated that this is a unique situation and will probably have to develop findings of <br />fact because of that. <br /> <br />Case #8: <br /> <br />Receive Bids and Award Contracts for the Construction of Sunwood Drive <br />NW between Sunfish Lake Boulevard and C.R. #116 for Improvement <br />Project #99-52 <br /> <br />City Engineer Olson stated that hnprovement Project 399-52 consists of 0.5 miles of City street <br />with watermain, sanitary sewer, and storm sewer to serve the development of over 56 acres of <br />commercial and industrial property, identified as Waste Management property. Authorization to <br />advertise for bids was ordered on December 11, 2001, and bids were received Wednesday, <br />January 16, 2002. Twenty-three bids were received and ranged from $769,415.83 to <br />$I,085,188.21. A summary of the bidding is as follows: <br /> <br />Bidder <br />LaTour Construction <br />Kuechle Underground, Inc. <br />S.J. Louis Construction, Inc. <br />Redstone Construction <br />North Pine Aggregate, Inc. <br />Three Rivers Construction <br />Engineers Estimate <br /> <br />AmountofBid <br />$769,415.83 <br />$777,930.67 <br />$778,560.52 <br />$809,867.60 <br />$810,944.07 <br />$813,921,28 <br />$939,405.00 <br /> <br />The low bid submitted from LaTour Construction is over $169,989.17 below the engineers <br />estimate. The low bid represents a very attractive contract price for this project. LaTour <br />Construction has completed similar work satisfactorily in the past and it is was the <br />recommendation of Hakanson Anderson Associates to award the contract to LaTour <br />Construction. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to adopt Resolution #02-02-__ <br />awarding Project #99-52, Sunwood Drive Street Extension to the lowest responsible bidder, <br />LaTour Constn,~ction. <br /> <br />Further discussion: Councilmember Kurak inquired as to the type of fencing that is going to be <br />required by the MPCA. City Engineer Olson explained that the MPCA requested that there be <br />some mechanisln to prevent people from driving into the state owned land north of Sunwood <br />Drive. Several options were considered and a split rail fence was agreed to. Councilmember <br />Kurak inquired as to how much maintenance the fence would require. City Engineer Olson <br />replied that the MPCA will handle the maintenance of the fence.
