The City <br />adopted the 2001 Comprehensive Plan on December 18, 2001. The Comprehensive Plan <br />includes a general policy stating that new commercial developments should be serviced by urban <br />services. Since municipal services are not available to the site at this time,-Staff is <br />recommending that the development permit require connection to urban services within 2 years. <br />of availability. <br /> <br />Drainage and Utility. Easement: The temporary cul-de-sac easement should be shown to be in <br />compliance with the proposed preliminary plat fbr West Ramsey Industrial Park~ The standard <br />10-foot easements are shown around the perimeter of the subject property. <br /> <br />Setbacks: The building location exceeds the 40-foot front and 35-foot rear yard and 20-foot side <br />yard setback requirements. Ci~ Code requires a 20-foot green space area adjacent to all public <br />roads; the site plan complies with this requirement. <br /> <br />Architectural Standards: City Code restricts building height to 35-feet, the proposed <br />office/warehouse facility will be 24 feet in height, which meets City standards. City Code <br />restricts exterior wall finishes to consist of brick, natural stone or pre-cast concrete panels or <br />other 'material as approved by City Council. The building elevation plan indicates that the <br />exterior wall materials for the office/warehouse structure will consist of rock face concrete block <br />and a pre-finished metal coping accent. The proposed exterior building materials meets City <br />Code requirements. <br /> <br />Waste Storage: City Code requires that all solid waste and refuse receptacles be indoors or be <br />completely screened from abutting properties. The site plan indicates that a concrete wall will <br />enclose the waste storage area; this meets City standards. <br /> <br />Off-Street Parking - Design: City. Code requires that all driveways, off:street parking and <br />maneuvering areas are to be surfaced with bituminous pavement and finished with B-6/12 <br />concrete curbing. The site plan indicates that the employee/customer parking and loading dock <br />areas are to be surfaced with bituminous pavement. The employee/customer parking area will be <br />finished with concrete curbing and the loading berth area is proposing to be finished with a <br />bituminous curbing. Staff feels that the proposed bituminous curbing will ach/eve the same goal <br />as concrete curbing without imposing a significant expense in removing the concrete curbing <br />when a future expansion is constructed. The "barrier" curbing shall be constructed as show on <br />the site plan, which shows that there are no driveway openings in the bituminous curbing. <br /> <br />Oil-Street Parking - Spaces Required: City Code requires one (1) parking space for every 200 <br />square feet of office space. In this case, the number of parking spaces required for the office area <br />is 12 parking stalls (2,400/200). City Code also requires one (1) parking space tbr the maximum <br />number of employees on one shift.
