I <br /> <br /> I <br /> I <br /> I <br /> I <br />'1 <br />'1 <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br /> <br />Site Plan Review: Sunwood Estates <br />Page 2 of 5 <br />January 25, 2002 <br /> <br />Structure Setbacks: In the interpretation and application of the R-3 Urban Residential <br />setback requirements to town.home structures, City Staff is applying a 35 foot setback from <br />the outer boundar/e~ of the subject property and a 35 foot setback from the public road fight- <br />of-way. All of the structures meet or exceed these standards. Current City Code does not <br />specify a minimum separation between buildings. City Staff has been applying a 15 foot <br />building separation standard in townhome structures. ACCAP's site plan exceeds this <br />standard. <br /> <br />.5. Density: The site.plan shows a total of 32 units on 11.3 acres which equates to a Foss <br /> density o~'2.8 units per acre. <br /> <br />Access: The townhome units will be accessed via an existing public street (Sunwood Drive) <br />and private driveway collectors. The section of private road that ingresses and egresses onto <br />Sunwood Drive will be 32 feet wide for its entire leng'th; this is 2 feet wider than a standard <br />City street and .will accommodate on-street parking. The driveway collector extending west <br />off or' the main private road to service the t-so townhome structures at the center of Lot 1 will <br />be 24 ~et wide. The private street layout complies with the new City policy. The City had <br />previously required that the private driveway collectors be constructed to City standards and <br />have B-612 concrete curbs. The Street and Storm Sewer Details (Sheet 4 of 8 of <br />Constructions Plans) indicates that surmountable concrete curb has been replaced <br />accordingly. The plan reviewed by the Planning Commission in February showed the <br />northerly entrance from Sunwood Drive being much closer to the Sunwood/T.H. #47 <br />intersection and being restricted to use by emergency vehicles only. The Planning <br />Commission approved this proposal, however, the City's Public Works Department had <br />serious concerns. Those concerns were echoed at a subsequent Council meeting during the <br />rezoning of the subject property. Sm.ff had also received a request from Mn/DOT that the <br />'northerly entrance be at least 250 feet from the intersection of Sunwood Drive and T.H. #47. <br />Consequently, the site plan was revised to convert the northerly entrance to one of full use <br />versus emergency use, and it was realigned to the south. However, City's requirement for 90 <br />degree angles at intersections prevented atta/nment of the 250 foot distance requirement from <br />the Sunwood Drive/T.H. #47 intersection.. The northerly entrance is now approximately 180 <br />feet from the Sunwood/T.H. #47 intersection and in conversations with Mn/DOT, the City <br />Engineer has determined that this is the best practical location. As part Of the development <br />agreement, the City will 'require the townhome owner's association be responsible to sweep <br />the private driveway collectors at least twice a year. <br /> <br />-177- <br /> <br /> <br />
