Staff. has contacted the State regarding their <br />suggested for construction of a northbound bypass lane at 160~. First of all, they meant to <br />say 157% not 160% And in subsequent conversations, it has been determined by Mn/DOT <br />Staff and the City Engineer that the construction of a bypass lane at 157~' cannot be a <br />contingency of the development as River Pines 5~' is not the only factor creating a need for <br />the bypass lane and the cost of said construction is not proportionate to the benefit River <br />Pines 5t~ would receive. <br /> <br />Lot Size and Dimensions: In accordance with the approved preliminary plat, all of the lots <br />meet the minimum area and width requirements. <br /> <br />Grading and Drainage: A Final Grading Plan prepared by Passe Engineering has been <br />submitted to the City. The plan indicates the addition of one pond east of Lithium Street <br />N.W. to handle the increased runoff caused by the development. This pond as well as a 20. <br />foot easement for access is being shown as a drainage and utility easement. The ponding <br />calculations required at the time of preliminary plat approval have been provided but do not <br />specify the water elevation for a 100 year elevation for Block 2. The lowest floor elevation <br />shall be 2 feet above the 100 year elevation. <br /> <br />The plan still needs to be reviewed and permitted by the Lower Rum River Water <br />Management Organization (WMO). It should be noted that the W'MO has requested further <br />information to justify curve numbers greater than 39 that are used for calculations for pre- <br />development conditions on previous Ramsey subdivisions. No construction activity shall <br />occur without evidence of a WMO permit. <br /> <br />The City has enacted an ordinance that requires an elevation sUrVey at the time of footing <br />inspection to ensure compliance with the approved final grading plan. The grading plan shalI <br />identify which type of house style (i.e. walkout, lookout, rambler, otc) is permitted on each <br />lot. No grades shall be flatter than 1%. Grades flatter than 2% will require a certificate of <br />grading prior to an occupancy permit being granted. Lots 1, 2, 6 and 7 of Block 2 currently <br />are shown to be flatter than 2%. The requirement for an elevation survey on all footing <br />inspections and the requirement for a certificate of grading on lots with less than a 2% grade <br />shall be stated on the final grading plan. <br /> <br />The grading plan proposes to provide an overflow from the pond to the east. Discharge of <br />water over T.H. #47 right-of-way will require a Mn/DOT permit as mentioned in their review <br />letter. <br /> <br />-163- <br /> <br /> <br />
