This pond will be required to accommodate 2 back <br />to back 100-year rainfall events as part of the WMO permitting process. An overflow <br />pipe should be constructed from the regional pond to the pond located on Lot 2 Block 1 <br />Ramsey Commercial Park 2nd Addition. The routing of said pipe is proposing to go <br />between Lots I and 2 of this plat. <br /> <br />A final grading plan including erosion control will be required at the time of final plat. <br /> <br />Drainage calculations indicating storage of ponds, back to back 100 year elevation and <br />additional capacity availability for each of stub storm sewer pipes shall be provided at <br />the time of final plat approval. <br /> <br />A permit from the Lower Rum River Water Management Organization will be <br />necessary for this development to occur. <br /> <br />Drainage and Utility Easements: The standard ten foot wide drainage and utility <br />easements are proposed to be provided along the perimeter of Lot 1 and Lot 2. The plat <br />is providing a 20-foot drainage and utility easement along the common property line of <br />Lot 1 and Lot 2. The 20-foot drainage and utility easement will provide the City the <br />opportunity to maintain the overflow storm sewer pipe mentioned above. <br /> <br />Streets: The preliminary plat is proposing to provide public access to Lot I and Lot 2 <br />via the extension of 1564 Lane NW from Elk River into the property. This extension <br />requires construction of road on a small portion of a drainage and utility easement <br />located in the City of Elk River. It is Staff's understanding that the applicant is <br />coordinating this effort with the City of Elk River and evidence of completion of this <br />process must be submitted prior to final plat approval. The proposed plat proposes to <br />construct approximately 600 feet of public street to adequately serve Lot 1 and Lot 2. <br />The remainder of road right-of-way necessary to connect this section of street to the <br />future road right-of-way platted as Outlot A in Ramsey Commercial Park 2nd Addition <br />to the east will be preserved as Outlot B and conveyed to the City upon request. <br /> <br />Park Dedication Fees: The Park Commission reviewed the sketch plan at their <br />January meeting. The Commission is recommending that park dedication be satisfied <br />through a cash payment of $17,062. <br /> <br />-~57- <br /> <br /> <br />
