Critical Issues <br /> <br />To identify the critical issues facing Ramsey today and into the future, a series of <br />community meetings were held in October of 1997. More specitScally, the purpose oft. he <br />community meetings was to identify the most important issues that need resolution or <br />further direction. Following the community meetings twenty people representing a <br />multitude of growth perspectives were appointed by the City Council to participate in a <br />focus group to define the issues identified at the community meetings and recommend <br />solutions for the consultants to pursue as part of the comprehensive planmng process. <br />The focus group met four times in December of 1997 to complete its task. <br /> <br />1. Issues Definition· <br />The focus group defined seven critical issues as follows: <br /> <br />Issue 1 - Residential Growth - Urban growth creates conflicts where it <br />meets existing rural development. <br /> <br />Issue 2 Parks, Recreation, Trails, and Open Space - Should the <br />City emphasize passive open space or active parks? Do all parks have to <br />accommodate all oft. he same uses? <br /> <br />Issue 3 - Protect Rural Lifestyle - Urban/rural conflicts, how do we <br />resolve them? <br /> <br />Issue 4 'Individual Propertw Rights - Rights of landowners to <br />develop vs. rights of surrounding residents. <br /> <br />Issue 5 DensiTM of Population - How to make urban and rural <br />densities compatible? <br /> <br />Issue 6 - Housing Diversitw - How much and in which location should <br />diverse housing occur? <br /> <br />Issue 7 - MUSA Expansion - Should MUSA be expanded for <br />residential development? Where should it expand? Should it have to <br /> <br />2.
