Site Plan Review: The Ponds Townhomes <br />Page 2 of 4 <br />December 28, 2001 <br />Revised February 6, 2002 <br /> <br />the exception of Lot 23, Block 6, which fails to meet the rear yard setback. You have <br />submitted a reconfiguration of Lots 17-23, Block 6 that eliminates the encroachment. The <br />State of Minnesota Fire Code requires owner/occupant structures to rfialntain a 10-foot <br />separation. The proposed townhome structures also meet this. requirement. <br /> <br />The townhouse units along public streets will be setback 25 feet from the right-of-way <br />(approximately 40 feet from back of street curb) and the units located on the private streets <br />will be located 25 feet from back of street curb. All of the units will have driveways at least <br />25 feet in length. The City has been reviewing use of private roads in multi-family <br />developments. This plan appears to comply with the policies that the City Council previously <br />discussed. The public/private road policy anticipates reduced setbacks for those townhouse <br />units located on public streets.. Staff has reviewed the.proposed setbacks for the townhouse <br />units and find them acceptable. <br /> <br />Densitw: The site plan shows a total of 91 townhouse units on 16.57 acres are proposed to be <br />constructed with a net density 6.88 units per acre. The area proposed to be d.eveloped as <br />townhomes lies within areas designated as medium and kigh density residential on the recently <br />adopted 2001 Land Use Map. Calculations by staff shows that the area used for the <br />townhomes would be allowed to have about 100 housing units under the 2001 <br />Comprehensive Plan. <br /> <br />Access: Public access will be provided using punic road (Iodine Street, N.W., 1.44m Lane, a_nd <br />144m Circle). The townhome units will be accessed through public streets and driveway <br />collectors. The private roads are shown to 24 feet wide. The City will require that the private <br />streets to have B-612 concrete curbs and constructed to City street standards. All <br />intersections of public and private streets shall intersect at 90 degree angles. As part of the <br />development agreement, the City will require the townhome owner's association be <br />responsible to sweep the private streets at least twice a year and have the association be <br />responsible for the maintenance of the raised median and monument sign at the entrance of the <br />subdivision. <br /> <br />7. Grading and Drainage: The grading and drainage plans have been reviewed as part of the <br /> preliminary plat of The Ponds subdivision. <br /> <br />REU Stormwater Number: The City has enacted a quarterly stormwater drainage 'Utility <br />charge that is applicable to the proposed development. The townhome association will <br />receive a quarterly charge which will be based on the total lot area of the development and the <br />percentage of the development area which is impervious. Please submit the amount of <br />impervious surface for the townhouse development so that the City can calculate the REU <br />number. <br /> <br />9.
