The ponding area needs to be <br />dedicated to the City as drainage and utility easements. The Rarnsey Economic Development <br />Authority, at its October 8, 2001 meeting, discussed the proposed Interim Use Permit. The lEDA <br />recommended that City Staff continue to work with Kenko to locate at an alternative site. The <br />lEDA felt that it was important to preserve the Kenko land as it is close to the proposed Town <br />Center site. The Planning Commission, at its November 5, 2001 meeting, held a public hearing <br />and reviewed Kenko's request. After discussion, the Planning Commission recommended <br />approval of the interim use permit for a period of three years from the date of issuance. The City <br />Council, at their November 27, 2001 meeting reviewed Kenko's request. After discussion, the <br />City Council directed staff to draft to findings of fact, one supporting the granting of the permit <br />and one supporting denial of the permit. Both are attached for the Council's consideration. To meet those requirements it will cost K~8!~:substantially more than <br />what was originally proposed and would it be worth it for three 7~ ~ · - <br /> <br />City Engineer Olson replied that the argument would be thaf since it is only for three years does <br />it need WMO approval, which he assumes it does, but does know that answer for fact. <br /> <br />Donna Sutter, Ken_ko, Inc., stated that they have owned the property for around ten years 'and <br />their original plans were to build an office and maintenance area on that site. Currently there is a <br />moratorium on the property and they are unable to use it. They had been renting property from <br />Royal Concrete, which the City acquired.
