Preliminary Plat Review: River Pines 5~' Addition <br />December 26, 2001 <br />Page 3 of 5 <br /> <br />The City has enacted an ordinance that requires an elevation survey at the time of <br />footing inspection to ensure compliance with the approved final grading plan. The <br />grading plan shall identify which type of house style (i.e. walkout, lookout, rambler, <br />etc) is permitted on each lot. No grades shall be flatter than 1%. Grades flatter than <br />2% will require a certificate of grading prior to an occupancy permit being granted. <br />Lots 1, 2, 6 and 7 of Block 2 currently are shown to 'be flatter than 2%. The <br />requirement for an elevation survey on all footing inspections and the requirement for a <br />certificate of grading on lots with less than a 2% grade shall be stated on the final <br />grading plan. On the Preliminary Grading Plan, the "Note: Low opening for Block 2 is <br />887.5" and the information provided in the "Building Pad Legend" conflict. <br />Additionally, consideration of full basements should be given to block 2. <br /> <br />The grading plan proposes to provide an overflow from the pond to the west that drains <br />the road and then outlets to a swale that directs the flow through private property to the <br />County ditch system. Discharge of water over private property should no.t be done <br />without permission from the affected property owners. <br /> <br />All invert elevations shall be provided on the final grading plan. <br /> <br />Easements. The standard 10'-foot drainage and utility easements (5 feet on common <br />property lines) are provided around 'the perimeter of all lots. The preliminary plat <br />identifies an easement along the north property line proposed to be vacated. A legal <br />descr/pfion of the easement to be vacated' is necessary in order to start vacation <br />proceedings. <br /> <br />The City is asking for a 100' x 100' foot temporary easement at the extension of t58m <br />Lane N.W. for the purpose of a temporary cul-de-sac to accommodate emergency <br />vehicles and snowplows this winter. This temporary easement will expire upon <br />successful completion of the platting process. <br /> <br />Trail Fees and Development: The City has also enacted a trail development fee. The <br />current rate is $325.00 per new lotcreated; in this case the trail development fee will be <br />applied to 17 lots and the existing homestead is exempt. The rate in effect at the time <br />of final plat approval will apply.
