-62-

City Engineer Olson stated that Anoka County has submitted a letter stating a few concerns
regarding the connection of Azurite Street to C.R. #116. The City responded to those concerns
and anticipated a favorable response from the County because they would be eliminating an
uncontrolled intersection and adding turn lanes. A response was then received back from Anoka
County, which stated that their comments remained unchanged and if the City were to proceed as
proposed City staff would need to meet with the County to discuss improvements to C.R. #116.
Mr. Olson did have had some discussions with the County and it was stated that if the City were
to proceed as proposed there might be some financial obligation on the part of the City for left
turn lanes or possibility of right-in right-out condition being placed on the intersection. Staff
recommended that the Council grant preliminary plat approval and then staff will meet with the
County to come up with some type of compromise and then report back to the Council prior to
final plat approval. ~ f/~,.~~,~' ~,:~:

Councilmember Zimme~n sta/~: that the County has-some concern with allowing more
uncontrolled accesse~nto C.R. # 1}i:,~ especially where there is currently a study taking place to
improve C.R. #116. ~5::i~5 ~,~i~7 ,,-~:: .

City Engineer Olson noted-t'~;t theg,~';uld ~}.,be adding any accesses onto C.R. #116.
Cour/cilmember Hendriksen s~'~ted thai i~:; ¢¢}:~red to him that the County is in a better situation
if they do what the City has proposedi~n what currently exists.

C~ty En~meer Olson rephed that the Countyi;:,wantS:~to make sure that the mtersectmn remmns

Councilmember Hendriksen stated that the ini~e ould~i~ safer with the changes than it

Councilmember Zimmerman noted that the goal of the County is to~3~-,controlled intersections
along County Roads. ~:: '~:~ .... ~::.~, :

Councilmember Hendriksen inquired as to what the approp~e action would be for the Council.

City Engineer Olson replied that staff would like to see the preliminary plat approved and at time
of final plat discuss how much the improvements would cost to construct the intersection to the
County standards and how much in addition to what has already been approved for the
construction of Azurite Street.

Councilmember Zimmerman inquired if the Parks Department will receive any park dedication
from the development.

Councilmember Anderson replied that it appeared that that decision would be up to the Council
on a case by case basis.

City Council/January 8, 2002

I
I
I
I
I
I
I
i
i
I
I
I
I:
