! <br />I <br /> <br />City Administrator Norman noted that there.have been a couple of cases where park dedication <br />fees have been negotiated out, but typically the Park Department does receive money from TIF. <br /> <br />Motion by Councitmember Hendriksen, seconded by Councilmember Kurak, to grant <br />preliminary plat approval of Sunfish Business Park contingent upon compliance with City staff <br />review letter dated November 30, 2001 and upon resolving the access issue with Anoka County <br />that the City agrees to. <br /> <br />Further discussion: Councilmember Zimmerman inquired if they should be making any decision <br />on park dedication. Councilmember Anderson replied that the issue is included in the staff <br />review letter and felt that it could be addressed as each lot is developed. Councilmember <br />Zimmerman inquired if the access on Lot 2, Block 2, along Sunfish Lake Boulevard was going to <br />be dedicated to the Development. Director Frolik replied that if the access <br />abuts Sunfish Lake would be a standard requirement by Anoka County. <br />Councilmember Hendhksen those are the things that should be pointed out by staff <br />when negotiating th~:County. <br /> <br />Motion carried. Voting <br /> <br />Case #3: Adopt Resolution <br /> Plan <br /> <br />Interregional Corridor Management <br /> <br />City Administrator Norman stated that the of Transportation (MnDOT) <br />began a TH 10 Interregional Corridor Mana'~'~': t0. The Plan is intended to <br />cover the TH 10 fi'om 1-35W on the east side on the west, and involves <br />participation with MnDOT District 3 and the Metro The'~ose of the Plan has been <br />to develop a common vision in management approach in order to ~ ~ and improve TH 10's <br /> ....... ~,~,.~:~.~; <br />ability to serve as an important statewlde connection for Mln~.~.~.0~ in th~'future. MnDOT has <br />utilized the services of Howard R. Green Company to p~ the study. The City Council <br />received a presentation by Howard R. Green Company~d~ring the Public Works Committee <br />meeting of November 20, 2001. The study showed two separate options for the City of Ramsey <br />for TH 10. The options included the possibility of an expressway that would eventually be <br />converted to a freeway or a freeway system. The freeway system could have three alignments. <br />The preferred alignment seemed to be the northernmost alignment that is immediately adjacent to <br />the BNSF Rail system. During the November 29, 2001, joint meeting of the Policy Advisory <br />Committee and Technical Advisory Committee of the TH 10 Interregional Corridor Study, <br />MnDOT officials recommended that each City along the corridor adopt resolutions in support of <br />the process. Subsequently, MnDOT staff met with City staff and framed a resolution in support <br />for the Management Plan that included support of a freeway system and included a preference for <br />the Northernmost alignment of a freeway system.
