discussions concerning proposed changes to the Comprehensive Plan. Those discussions were completed in a work session held on November 26, 2001. The Council requested the Planning Commission hold a public hearing to consider the changes and a public hearing has been scheduled for January 24, 2002. The City has received correspondence from the Met council concerning the adoption of the Comprehensive Plan dated December '10, 2001. It reminds the city that State law requires a community to adopt a Plan within nine months from the date of the Met Council action. Final action by the Ramsey City Council was therefore required by December 28, 2001. If the changes to the Comprehensive Plan that the City is currently contemplating and submitted after December 28, 2001, the City will appear to be in violation of State law and would therefore be required to begin the full Comprehensive Plan process again. The Met Council has proposed that the City simply adopt the Plan approved by the Met Council on March 28, 2001, on or before December 28, 2001, which would satisfy the State law requirement for Plan approval:,~. The changes currently under consideration would then be handled as simple plan a~~iats. The Met Council procedures for Plan amendments allow staff to administrati~e!~,i~ile a~dments under 40 acres.. Further discussion: Councilmember Hendriksen inquired if the motion was that the approval is contingent upon the Central Rural Reserve Area language being included in the Plan. City Administrator Norman replied that the assumption is that the Central Rural Reserve Area language is included in the Plan. Councilmember Kurak stated that she wanted to make it clear that if she had a choice she would not be making the motion, but they are required to do so by City Council/December 18, 2001 Page 23 of 28 -07-
