City Council approve an amendment to the Comprehensive Plan to expand the Metropolitan <br />Urban Service Area boundary to include the subject property. The plat area is 9.7 acres. The <br />owner of the existing homestead adjacent to T.H. #47 is joining in the plat and the number of lots <br />have increased from 13 to 18. The gross density reflected in the sketch plan is 1.9 units per acre; <br />net density will be calculated at the time of preliminary plat approval. The lots would receive <br />public access from the extension of 158th Lane into the plat from River Pines 2® Addition to the <br />west. Currently, 158th Lane dead ends on the west boundary of the proposed plat and this is a <br />public safety concern since the length of this dead end is greater than 600 feet. It is also <br />hindrance to snow removal and storage efforts. Lithium Street NW would be extended from the <br />south to the north boundary of the plat. A cul-de-sac would extend east off of Lithium to service <br />the remainder of the lots. The existing homestead will have access to the cul-de-sac. The plat <br />will be forwarded to Mn/DOT for review and it is expected that they will suggest that the two <br />existing driveways onto T.H. ~7 from the existing homestead be abandoned and that right of <br />access along T.H. #47 be .0e~'~t~ to the State. It appears that the cul-de-sac does not exceed <br />the 600-foot length rest~Cff6n. Al~ilb. f the lots exceed the 10,800 square foot lot area and 80 foot <br />lot w~dth requirements? The two o~f acre lots proposed on the north boundary of the plat will be <br />retained by the Bartfi~d family~:~~ wi~,~be serviced with sanitary sewer and municipal water. <br />S~dewalks will be requl;~a,:Tal6~~ l~:~:~?~Lithium Streets. On November 5, the Planning Commission <br />reviewed the rewsed sketch plan c¢~l:ainmg 18 lots and the participation of the existing <br />homestead. The Planning Commiss~ih approved t~sketch plan contingent upon compliance <br />with the City Staff review letter, wi~ne, ?Staff had reqUested that an additional 40 <br />feet of right-of-way be preserved par~?"fG}~wT}:i~#47, similar to that in Apple Ridge to the <br />south, to facilitate a trail and/or service road ~1 to T,~47. It was noted that at the time <br />that Apple Ridge was platted, there was a cO~:~ns~ :¢;~erVice road might be likely to <br />develop parallel to Hwy. #47 between 15~)art4~.;:~x~stmg service road South of 160th. <br />Follow,ng a d~scuss~on w~th the C~ty Engme~; the ':~onsens~'~was that there are better <br />alternatives for a north/south connection from 1~6th to th~¢;~xistin~..rvice road south of 160th, <br />with a more westerly alignment than immediately adjacent to #47. re, it was determined <br />that enough right-of-way to accommodate a trail only was e~ent ~djacent to #47. The <br />Planning Commission approved the sketch plan-as di and recommended that the <br />Developer proceed to the preliminary plat stage.
