This is a deviation <br />from City Code and will require City Council approval. Staff is recommending that at a <br />minimum the off-street parking area consist ora Class V recycled aggregate surface. <br /> <br />Off-Street Parking - Spaces Required: City Code requires one parking space for each <br />employee on 'the maximum working shift; the proposed facility would haVe a maximum of <br />twenty,four (24) employees during one working shift.. The Site .plan is proposing 40 <br />employee/customer parking stalls, this meets City Code requirements. <br /> <br />Lighting: The site plan is absent 'of the required lighting p[a~, a.lighting plan needs to be <br />submitted and is subject to approval of the City Engineer: <br /> <br />Landscaping: The landscape plar~ is acceptable provided that additional foundation landscaping <br />space that includes a variety of species is provided around the principal building. <br /> <br />Drainage and Grading: The Watershed Management Organization will require a permit for this <br />development. From the National Inventory Map in the City's Stormwater Management Plan it <br />does not appear that there is any wetland areas on this site, but this information should be <br />verified, by the developer as it will be part'of the permitting process for the Watershed <br />Management Organization permit. <br /> <br />A gradation of the recycled aggregate surfacing that is acceptable and approved by the City <br />Engineer should be specified .so as to minimize erosion and still provide for a good driving <br />surface. <br /> <br />The main concern that is expressed is that of eroslon control, both temporary and permanent, for <br />the recycled aggregate surface and dirt storage area that are being proposed on the north portion <br />of the property. It appears that there is temporary erosion control measures, via silt fence, <br />proposed for the development on'the entire boundary of the proposed development. This silt <br />fence shall be maintained during the construction process and until successful tuff establishment. <br />There is not any erosion control measures being used at the storm sewer structures. These should <br />be submitted as part of the site plan approval process. <br /> <br />Permanent measures, such as the construction of concrete bins to contain the dirt that is being <br />stored, the introduction of a berm along the north portion of the dirt storage area and sloping the <br />recycled aggregate surface away from the pond and constructing storm sewers with their inlets <br />designed with "Stormceptors", are suggested. These measures, if properly maintained, will <br />provide a significant benefit to the erosion potential of the two areas mentioned above. <br /> <br />-203- <br /> <br /> <br />
