City Code also requires a 20-foot green space area adjacent to ail public roads. Rivers Bend commercial site was granted a 25% variance in 1980, which equates to a I5 foot green space requirement. The site plan indicates that the area adjacent to Xkimo Street meets or exceeds the 15- foot green space requirement. The area adjacent to State Highway #47 is proposingto deviate from the green space area. The Board of Adjustment granted a variance to the. green space requirement along State Highway #47 on December 5, 2000.. '-- .'"' Screening: The. abutting properties to the north, sc~'ufb,"and west are zoned Business and City Code does not require screening in these areas, Properties to the east of the site' are zoned residential development and screening is required and provided for in the form of a.variety of plantings. Staff feels that the proposed screening plan,al0ng Xkimo Street meets City Code requirements, however Code restricts plantings within 20 feet of the driveway to be less than 36 inches in height and some rearranging of the plantings may be necessary, Landscaping: The Landscaping plan dated November 22, 2000 is generally acceptable provided that the applicant replaces the proposed norway maple with an approved species in the City of Ramsey. Gin-ko Biloba, Oaks, or Hackberry are recommended plantings for this site. Staff is recommending that an approved species of trees with a minimum spacing of 35 feet, be planted along the eastern portion of the proposed eight foot bituminous trail parallel to-State Highway #47. The Applicant will be required to obtain any plermits from lVin_Dot to estb. btish plantings in the State Highway #47 right-of-way. ... Pedestrian Transportation: An eight foot bituminous trail is proposed along State Higtiway #47 and a five foot concrete walkway is inpiace'aIong Xldmo Street. The developer shall obtain necessary permits from. ?vLnDot for the construction of the trail as well as provide an easement dedicated to the City for the portion of the trail which extends onto the Subject Property. Architectural Standards: City Code restricts building height to 35 feet, the propose building will be 17 feet in height, which meets City standards. City Code restr/cts exterior wall finishes to natural or prefabricated brick or stone or pre-cast concrete panels or some other material approved by City Council. The building elevations indicate that the principal and car wash structure will be finished with a combination of brick and rock faced concrete masonry units. The principal structure is proposing a Stucco portion above the front doors and windows and Spectra-Glaze ri block below the front windows and doors. Exterior finishes comply with Code. Waste Storage: City Code requires that ali solid waste and refuse receptacles shall be stored within a completely screened structure or container. The site plan identifies an enclosed waste storage area.
