City Code also requires a 20-foot green space area adjacent to ail public <br />roads. Rivers Bend commercial site was granted a 25% variance in 1980, which equates to a I5 <br />foot green space requirement. The site plan indicates that the area adjacent to Xkimo Street <br />meets or exceeds the 15- foot green space requirement. The area adjacent to State Highway #47 <br />is proposingto deviate from the green space area. The Board of Adjustment granted a variance <br />to the. green space requirement along State Highway #47 on December 5, 2000.. '-- .'"' <br /> <br />Screening: The. abutting properties to the north, sc~'ufb,"and west are zoned Business and City <br />Code does not require screening in these areas, Properties to the east of the site' are zoned <br />residential development and screening is required and provided for in the form of a.variety of <br />plantings. Staff feels that the proposed screening plan,al0ng Xkimo Street meets City Code <br />requirements, however Code restricts plantings within 20 feet of the driveway to be less than 36 <br />inches in height and some rearranging of the plantings may be necessary, <br /> <br />Landscaping: The Landscaping plan dated November 22, 2000 is generally acceptable provided <br />that the applicant replaces the proposed norway maple with an approved species in the City of <br />Ramsey. Gin-ko Biloba, Oaks, or Hackberry are recommended plantings for this site. Staff is <br />recommending that an approved species of trees with a minimum spacing of 35 feet, be planted <br />along the eastern portion of the proposed eight foot bituminous trail parallel to-State Highway <br />#47. The Applicant will be required to obtain any plermits from lVin_Dot to estb. btish plantings in <br />the State Highway #47 right-of-way. ... <br /> <br />Pedestrian Transportation: An eight foot bituminous trail is proposed along State Higtiway <br />#47 and a five foot concrete walkway is inpiace'aIong Xldmo Street. The developer shall obtain <br />necessary permits from. ?vLnDot for the construction of the trail as well as provide an easement <br />dedicated to the City for the portion of the trail which extends onto the Subject Property. <br /> <br />Architectural Standards: City Code restricts building height to 35 feet, the propose building <br />will be 17 feet in height, which meets City standards. City Code restr/cts exterior wall finishes to <br />natural or prefabricated brick or stone or pre-cast concrete panels or some other material <br />approved by City Council. The building elevations indicate that the principal and car wash <br />structure will be finished with a combination of brick and rock faced concrete masonry units. <br />The principal structure is proposing a Stucco portion above the front doors and windows and <br />Spectra-Glaze ri block below the front windows and doors. Exterior finishes comply with Code. <br /> <br />Waste Storage: City Code requires that ali solid waste and refuse receptacles shall be stored <br />within a completely screened structure or container. The site plan identifies an enclosed waste <br />storage area. <br /> <br /> <br />
