Staff is recommending that at a
minimum the off-street parking area consist of a Class V recycled aggregate surface.

Off-Street Parking - Spaces Required: City Code requires one parking space for each
employee on the maximum working shift; the proposed facility would have a maximum of
twenty-four (24) employees during one working shift. The site plan is proposing 40
employee/customer parking stalls, this meets City Code requirements.

Lighting: The site plan is absent of the required lighting plan, a lighting plan needs to be
submitted and is subject to approval of the City Engineer.

Landscaping: The landscape plan is acceptable provided that additional foundation landscaping
space that includes a variety of species is provided around the principal building.

Drainage and Grading: The Watershed Management Organization will require a permit for this
development. From the National Inventory Map in the City's Stormwater Management Plan it
does not appear that there is any wetland areas on this site, but this information should be
verified by the developer as it will be part of the permitting process for the Watershed
Management Organization permit.

A gradation of the recycled aggregate surfacing that is acceptable and approved by the City
Engineer should be specified so as to minimize erosion and still provide for a good driving
surface.

The main'concern that is expressed is that of erosion control, both temporary and permanent, for
the recycled aggregate surface and dirt-storage area that are being proposed on the north portion
of the property. It appears that there is temporary erosion control measures, via silt fence,
proposed for the development on the entire boundary of the proposed development. This silt
fence shall be maintained during the construction process and until successful turf establishment.
There is not any erosion control measures being used at the storm sewer structures. These should
be submitted as part of the site plan approval process.

Permanent measures, such as the construction of concrete bins to contain the dirt that is being
stored, the introduction of a berm along the north portion of the dirt storage area and sloping the
recycled aggregate surface away from the pond and constructing storm sewers with their inlets
designed with "Stormceptors", are suggested. These measures, if properly maintained, will
provide a significant benefit to the erosion potential of the two areas mentioned above.

The storm sewer proposed along the western lot line of the proposed development could in the
future be turned over to the City of Ramsey and should have the appropriate drainage and utility

-201-
