-278- <br /> <br />EMPLOYEE TRAINING & EDUCATION POLICY <br /> <br />It is the intent of the City of Ramsey to provide the citizens of Rarnsey with a well- <br />qualified and trained staff. Ammally the City Council shall provide in each department <br />budget funding for training and continuing education assistance. It is the primary <br />objective of the training program that traning dollars are spent on learning which <br />addresses organizational goals, follows a progression of skill development, and <br />contributes to ~he employee's career growth: <br /> <br />All regular City employees are eligible to participate, however it is the expectation of the <br />City of Ramsey that new hires come to the City of Rarnsey and their positions fully <br />qualified. Therefore training beyond incidental levels shall not be provided during an <br />employee's first year of service. <br /> <br />Completion of additional training or education is not a basis for requesting a salary <br />increase. <br /> <br />Employee Training <br /> The City of Ramsey will pay for job-related, specific training (including ~omputer <br /> training) approved by the Department Head and City Administrator and Human <br /> Resources Manager and deemed necessary to effectively complete the requirements <br /> of the position, provided there is adequate fi,mding in the budget appropriation for <br /> training. <br /> <br />At the discretion of the Depm'tment Head and Human Resources Manager, approved <br />computer training may include courses at computer learning centers as well as the use <br />of self-paced programs. <br /> <br />The City of Ramsey will pay for additional training, beyond the immediate needs of <br />art employee's job, if both the Department Head and Human Resources Manager <br />agree that such training would be beneficial or necessary to better prepare an <br />employee for a promotion, or such training would build a better skill set or supply the <br />employee with better decision malting capabilities. <br /> <br />Typically most trainings are not graded, in the event where a training does reward a <br />pass/fail or other grade, the employee must receive at least a passing grade (C or <br />better) or the training will not be reimbursed. <br /> <br />The City will pay for, or reimburse employees for, any and all training required by <br />the City to attain or maintain job-related certification. <br /> <br />Conference and seminar training shall provide for meals and lodging, if necessary, for <br />in-state and out-of-state training. Travel expenses for/n-state training shall be <br />provided through the budget process.
