Site Plan Review: The Ponds Apartment Building <br />Page 2 of 3 <br />June 1, 2001 <br />Revised June 21, 2001 <br /> <br />t0. <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />Density: The site plan shows a total of 82 apartment units on 9.06 acres are proposed to be <br />constructed with a net density 14.36 umts per acre. The March 2001 Draft Comprehensive Plan <br />indicates the apartment building location is planned for high density housing at a density up to 15 <br />units per net acre. <br /> <br />Access: Public access will be provided from Dysprosium St. NV/. The apartment building will <br />have two driveway accesses onto Dysprosium St. and will line up with the driveways serving the <br />Savannah Oaks apartment building. <br /> <br />Grading and Drainage: The grading and drainage plans have been reviewed as part of the <br />preliminary plat of The Ponds subdivision. The City Engineer indicates that a retaining wall or <br />special landscape measures south of the building should be considered to reducing the steep slopes <br />and minimize the erosion potential of these areas. <br /> <br />REU Number: The City has enacted a quarterly drainage utility charge that is applicable to the <br />proposed development. The total drainage utility charge for the proposed apartment building is <br />$253.26 per quarter. <br /> <br />Landsca¢imz:. The original landscaping plan is deficient in several areas, namely the lack of detail <br />and insufficient number of planting around the apartment building. You have submitted a revised <br />landscaping plan that will be reviewed by the City Council at it's June 26, 2001 meeting. <br /> <br />Screening: Adequate screening will be necessary along the south property line with the existing <br />single-family lots. Acceptabte screening includes berming, plantings, or fencing. The landscaping <br />plan should be modified to show the proposed screening. <br /> <br />Waste Storage: City code requires all waste storage areas to be located in the rear or side yard <br />and they must be screened. The site plan should be modified to indicate the location of the trash <br />storage area. <br /> <br />Off Street Parking, Design: All parking areas and drives located on the sites shall be paved and <br />finished with B-6/12 concrete curbing. <br /> <br />Off Street Parking, Number: City Code requires 1.5 off-street parking spaces for each one <br />bedroom unit and 2 parking spaces for each two bedroom unit. The apartment building will have <br />9I underground parking stall for use by the tenants and will provide 50 off-sWeet parking spaces in <br />front of the apas-mxent building for a total of 141 parking spaces. Under the IvlR Multi-Family <br />District, a total of I50 parking spaces will be needed for this development. The previous senior <br />apartment development, Savannah Oaks, used a standard of 1.5 parking spaces per unit. ff this <br />standard is applied to The Ponds apmiment building, a total of 123 parking spaces are needed. <br />Staff will be recommending that this standard be used again since very few of the residents have <br />two cars and some have none. <br /> <br />-342- <br /> <br /> <br />
