-36- <br /> <br />determine how well the existing and proposed roadway system will accommodate the proposed <br />developments, a traffic operations analysis was conducted for the a.m. and p.m. peak hours for <br />the year 2006. The signalized intersection of TH #47/153rd Avenue was analyzed. The <br />remaining unsignalized intersections were also analyzed. Ail key intersections are expected to <br />operate at an acceptable level during the a.m. and p.m. peak hours in the year 2006, with existing <br />traffic controls and geometric layout. Additional analysis was completed to determine future <br />traffic impacts on adjacent residential streets due to the increase in traffic volum¢~generated by <br />the proposed residential development. The threshold for expected daily tr~ffi~'¢olumes on a <br />local residential street is 1,000 vehicles per day. Traffic counts were co,gered on Ute Street <br />north of 153~d Avenue during the a.m. and p.m. peak hours. Based o~/'~e::e~ting counts it is <br />estimated that Ute Street north of 153~d Avenue has an averag~!,~ily ~ffic volume of <br />approximately 110 vehicles per day. In the year 2006 it is expected, tti~t the numi~:~:'~ increase <br />to approximately 250 vehicles per day. The amount of ~a:~'f~i :~xpected on Uf~,:S-ffeet will <br />continue to be well below the expected daily threshold fo.r::~,i~l residential street. ~&:~i~ents <br />south of the proposed development have expressed con~'~: about an, increase in cut-t~C~gh <br />traffic along Xkimo Street and Waco Street south of 153:~ ~venue. Tm~i:'times were conducted <br />in June 2001 to determine if using Waco Street or ~:~ 'Stree~:~s~aSter than TH #47. It is <br />approximately 20 seconds faster for development traffic i~}:i~'~')i'H #47 using I53~d Avenue <br />instead of 149t~ Avenue. It is assumed that an insignificam~:ri~'ber of trips by the proposed <br />development will use Waco Street and Xt~!~ S~e,t south of i-'~.3:~iii~yenue. This assumption <br />was based on existin~ counts at the Waco S'~e¢i:5~:"intersection, C~ti~:~nt travel patterns and the <br />minimal delay experienced at the TH #47/1531 ~!:'~venu~ i~i~}~und~ existing and year 2003 <br />conditions. It was also recommended that ali!:~i'gposed::~,i~6~ts be constructed. With six <br />access points to/from the development, the traffi~~s at any ~e access will be reduced. In <br />addition, a higher number °~:a~d~}S~oints wii~i~0~)ide street continuity and reduce the total <br />travel distance in and out °f'the development. <br /> <br />Steve Simonson, l~6:i}'Lane NW,/p~amsey~::s~O:.t~t:::[e represented a majority of homeowners <br />in Reilley Estates.
