Brian Olson, P.E. - 10 - <br /> <br />July 12, 2001 <br /> <br />Residents south of the proposed development have expressed concern about an increase in cut- <br />through traffic along Xkimo Street and Waco Street south of 153rd Avenue. Travel time runs <br />were conducted in June 2001 to determine if using Waco Street or Xkimo Street is faster than TH <br />47. The results of the travel time runs also indicate <br />that there is little difference in travel time'between accessing TH 47 at 153rd Avenue and using <br />· waco Street to access TH 47 at 142nd Avenue. However, based on existing conditions, residents <br />along 153rd Avenue are not using Waco Street as an alternate route to TH 47 to/from the south. <br />This is shown by the low volume of vehicles turning off of and on to 153rd Avenue during the <br />existing a.m. and p.m. peak hours. In addition, motorists tend to use an alternate route when the <br />major route has significant congestion and delay. The intersection of TH. 47/153rd Avenue <br />experiences minimal delay and operates at acceptable levels of service under existing and year <br />2006 conditions. Therefore, it is assumed that an insignificant number of trips generated by the <br />proposed development will use Waco Street and Xkimo Street south of 153rd Avenue. <br /> <br />Accesslssues <br /> <br />There are six access points proposed for the development. Based on the roadway network and <br />directional distribution, it is expected that the four main access points to/from the proposed <br />development include Yakima Street at 156th Lane, 155th Lane at Barium Street, Xkimo Street at <br />153rd Avenue and Waco Street at 153rd Avenue. Ap, proximately 90 percent of the development <br />trips will be evenly distributed amongst these four access locations.
