The property is currently zoned R-1 Rural Residential and a <br />rezoning to R-1 Urban Residential witl be required in order to develop the property with single <br />family residential tots at urban standards. The property is not in the Metropolitan Urban Service <br />Area boundary, and a comprehensive plan amendment is required in order for sanitary sewer and <br />municipal water to be extended into the area. A maximum of 3 units per acre are permitted in the <br />R-1 Urban Residential District. The gross density reflected in the sketch plan is 1.4 units per <br />acre. The 13 new urban lots would receive public access from the extension of:';t58th Lane into <br />the plat from River Pines 2nd Addition to the west. Currently, 158th Lane dead-ends on the west <br />boundary of the proposed plat and this ~s a public safety concern since the length of this dead end <br />is greater than 600 feet. Lithium Street N.W. would be extended north into the plat from Apple <br />Ridge to the south and then tm into 158~h Lane. All of the lots meet the- 10,800:square foot lot <br />area and 80 foot lot width requirements. The preliminary plat will be 'submitted to_~DOT for <br />review. [t is expected that they will require dedication of the T.H.: #4? right-of-way and access <br />rights. Trail development will be required along T.H. #47. Staff is requesting that the highway <br />right-of-way be expanded, similar to that in Apple Ridge tO the south, m facilitate a trail and/or <br />service road parallel to T.H. #4?. ' City Staff recommends sketch plan approval. <br /> <br />Commission Business '"~ ~i' i--'~ <br /> <br />Chairperson Nixt commented that the sketch plan is deficient in some respects. He suggested <br />extending Lithium Street to the north. Also,. whether or not the 2.5 acre homestead is part of the <br />plat is undetermined. . · <br /> <br />Mr. Peterson stated he is not opposed to returnfng to the Planning Commission for another <br />discussion of the sketch plan. Since there ~s no construction in the winter, his firm can present a <br />clean proposal at a later date. Request to Rezone Property from B-1 Business and R-3U Residential to <br /> Multiple Residential; Case of Lord of Life Church <br /> <br />Principal Planner Trudgeon stated the next four cases revolve around the Lord of Life Church. <br />He requested that the 2 public hearings for the Rezoning and Comprehensive Plan be addressed <br />simultaneously.
