Councilmember Hendriksen inquired if other property owners were offered to purchase a.bhffer <br />zone. <br /> <br />Mr. Martz replied that he was never made that offer. '~';? He stated that eliminating the increase in traffic would minimfze their concern. <br /> ~,,': 7~' . <br /> <br /> Mark Barrett, 5221 155~h Lane NW, Ramsey, stated that there has been a lot of discussion <br /> regarding the development and Plan B was approved by;the Planning Commission on August 7, <br /> 2001, but it was done so without a direct public hearing:"; He'explained that i'e§idents were able to <br /> comment briefly on the Plan after the motion was already pasSe&. He sfa~ed it~t he did not think <br /> due process had occurred on the proposed plan, especially as if pertains to traffic patterns. He <br /> requested that the Council send the issue back to the Planning C0inr2ission because he felt that <br /> there needs to be more work done on the plan. Mr. Barrett presented art Overall ~iew of the entire <br /> area showing that 155th Avenue does noi: exit directly to T.H. ~47. He.-sfated~that according to <br /> the traffic study 20 percent of the-tmffic'g0es n0rth and 80 percent goes ~south. Based on those <br /> figures and the fact that there is .not direct acces~ to T.H. #47 from 155~h. Avenue he did not see <br /> any rational reason to make the connection from the.ln~w"~.dev¢loPment through the existing <br /> development. If the Council insists on an exit then, e0nnect an access on 154th Circle. He stated <br /> that there should be exits to the north and the south 'of the development. He requested that the <br /> Council rejects the plan and send it back to th~ Planning Commission for more public input. <br /> <br />Brent Smit~, .15620 Yakima Street, Ramsey,:t:,stated-that he lives to the north of the proposed <br />development .-~nd will be pur6hasing a buffer":ar, ea. He explained that residents have been <br />fighting d¢velopment for three years and dung ~hat period they signed up 100 some people in <br />the surround/_ng neighborhood .to fight thd'~:development, tn regards to the buffer area the <br />residents approached the builder-the bufld'~ did not approach them. They have done many <br />mailings over the-last few years and only now that the development is has been approved the <br />..--,".:i.0t.her res!dents are showing up. He stated that the residents to the north of the development have <br />- '. spent ~housand dollars oftheir own money to fight the development and now they have agreed to <br />buy the l~uffer area. At this time they were s~mply asking the City to cul-de-sac the proposed <br />through streets to the north7 <br /> <br /> Councilmember Hendriksen stated that he thinks that it is great that the residents to the north are <br /> receiving density transition, but unfortunately they had to pay thousands for that buffer. He <br /> continued to,be concerned for the other neighbors that have not received density transitioning. <br /> <br /> Jon Westrum, 15660 Juniper Ridge Drive, Ramsey, presented staff with some different street <br /> layouts. 'He stated that Planning Chairperson Nixt did not see a problem with making more of <br /> the streets cul-de-sacs.
