'7. <br /> <br />Streetst The development will gain primary access from Nowthen Blvd. and secondary <br />access to Iodine St. N.W. As part of the plat, 145~h Coum will be e×tended another 200 <br />feet to serve additional lots being created as part of the plat. The sketch plan does not <br />show any proposed access to or fi.om the subdivision using Fluorine St. N.W. Three cul- <br />de-sacs will be created to serve the single-fatally'lots. <br /> <br />The drives se~wing the townhomes and the apartment building will be private and <br />maintained by the Homeowners Association. City ordinances state that private streets shall <br />not be allowed in Kamsey. However, past practice has been to allow them in certain <br />developments. <br /> <br />AIl public and private streets shall be named in conformance with the City's street grid <br />pauern. <br /> <br />The recently adopted sidewalk ordinance calls for sidewalk to be installed on all roads <br />except cul-de-sacs. Information supplied with the preliminary, plat only partially compties <br />with the sidewalk ordinance. Additional sidewalk needs to be constructed on Iodine St. <br />and that part of 144~ Lane northwest of Fluorine Court. The preliminary plat does show a <br />continuation of the City trail system through this property. This will be reviewed in <br />further detail by the Park Co .mmission. <br /> <br />Lots: &dl of the lots meet the minimum dimensional and area requirements. Eighteen <br />lots are subject to regulations governing shoretands. These lots all meet the dimensional <br />and lot width requirements for the Shoreland District <br /> <br />Performance Standards: 'Site Plan Review of the tOwnhomes and apartment building will <br />establish appropriate perfon-nance standards relating to setbacks, tot coverage, <br />landscaping, parking, screening, architectural standards, minimum floor areas, etc. <br /> <br />Gradin= and Drainage: The site has a rolling topography and is bounded, on the west and <br />south by DNR protected wetland 114p. Drainage fi.om the development is collected by <br />storm sewer and is transmitted into four detention ponds which are located throughout the <br />development. The exception to this are the seven single family lots on 145m Court which <br />will drain eastward into the detention pond located at 145~ and Junkite Street. The <br />adequacy of these basins will need to be confirmed by the Lower Rum River Water <br />Management Agency (LRRYVNiO)-through their permitting process. This permit will also <br />address the adequacy of the erosion control measures during construction. <br /> <br />,adl yard grades must be greater than one percent. Grades flatter than two percent will be <br />required to have a grading certificate showing that the actual grade conforms to the <br />approved grading plan prior to an occupancy permit being issued, The existing grading <br />plan needs to be revised so that elevations are listed at each tot connection. <br /> <br />The plan also proposes steep grades along the sedimentation pond and wetland in the <br />southeast portion of'the development. Maximum grades adjacent to water bodies are six <br /> <br /> <br />
