Site Plan Review: The Ponds Townhomes
June 1, 2001

10.

lit

Minnesota Building Code requires owner/occupant structures to maintain a 10-foot
separation. The proposed townhome structures also meet this requirement.

Density: The site plan shows a total of 152 townhouse units on 16.63 acres are proposed to
be constructed with a net density, 9.14 units per acre. The area proposed to be developed as
townhomes lies within areas designated as low, medium, and high density residential on the
March 2001 Draft Land Use Map. Calculations by staff shows that the area used for the
townhomes would be allowed to have about 139 housing units under the March 2001 Draft
Comprehensive Plan. However, the number of units that the development shows is less than
the maximum number of' units that would be allowed under the March 2001 Draft
Comprehensive Land Use Map,

Access: Public access will be provided from the proposed public road (Iodine Street, N.W.).
All of the townhome units will be accessed through private roads. The private roads will be at
least 24 feet wide with some sections being 28 feet wide. The City will require that the
private streets to have B-612 concrete curbs and constructed to City street standards. As parc
of the development agreement, the City wilt require the townhome owner's association be
responsible to sweep the private streets at least twice a year and have the association be
responsible for the maintenance of the raised median and monument sign at the entrance of the
subdivision.

Grndin~ and Drainage: The grading and drainage plans have been reviewed as part of the
preliminary ptat of The Ponds subdivision.

REU Number~ The City has enacted a quarterly drainage utility charge that is applicable to ·
the proposed development. The total drainage utility charge for the proposed t°wnhouse
development is $1,134.'76 per quarter. This equates to approximately a $7.47 quarterly
drainage charge per unit that the owners will be responsible~ for.

La.nd.scaping: The landscaping plan has been reviewed by staff. The proposed landscaping
plan is deficient in several areas, namely the lack of detail for the plantings for the typical
townhouse unit and the lack of enough trees for the units. Staff will set up meeting with you
in the near future to discuss how to create a landscaping plan that meets City standards.

Screening: City, Code requires a IS-foot buffer between the e,-dsting residential and the
proposed multi-family development. The site plan indicates that the screening requirement
will be satisfied through various plantings.

Waste Storage: City Code requires all waste storage areas to be locazed in the rear or side
yard and they must be screened. The site plan indicates that the townhouse project will not
contain any outside waste storage areas.
