The cost of easements for construction of the <br />detention basins is also included. <br /> <br />It was assumed that temporary construction easements would be provided at no <br />cost. If easements cannot be obtained through negotiation, eminent domain will <br />be required. The cost of condemnation is not included in the cost presented <br />below, and would increase the necessary assessment to finance the project. <br /> <br />Overhead costs include, but are not limited to, engineering, construction staking <br />and inspection, administrative service, legal, and contingency. Overhead costs <br />for the project are estimated based on percentages of construction cost.
