All other questions <br />related to the grant should be directed to Robin Caufman at robin.caufmanCb,,metc, state.mn.us or <br />651.602.1457. <br /> <br />Selection Process: A staff team will evaluate complete proposals using the following selection criteria <br />and make recommendations to the Council for funding through the Community Development <br />Committee. <br /> <br />Selection Criteria: Applications will be ranked based on how well they address or incorporate the <br />following selection criteria, as applicable to the site or project. <br /> <br />Project Readiness and Level of Commitment <br />· Requires that the community has completed its comprehensive plan and is addressing <br /> recommendations cited in the Metropolitan Council's review OR the plan is under review by the <br /> Metropolitan Council <br />· Requires that the community has completed, or has well unSerway, its master pla0s7 site plans <br /> and/or development plans <br />· Requires that the community's comprehensive plan amendments are completed or under review by <br /> the Metropolitan Council, if necessary <br />· Provides evidence in the application of local political commitment for the project <br /> <br />Planned Outcomes of Proiect Development <br />· Balances residential, commercial, workplace, and public/green spaces within and adjacent to the <br /> site <br />· Delivers reinvestment and revitalization through redevelopment, adaptive reuse, or infill <br /> development that supports housing production <br /> · Considers existing infrastructure, buildings, facilities and development centers, particularly along <br /> existing transportation corridors, through reinvestment and public incentives <br />· Considers the natural environmental including restoration of natural features, reduction in <br /> impervious surfaces, managemeRt of stormwater, connection to trails, and provision of green <br /> spaces <br />· Incorporates effective public involvement and partnerships <br /> <br />Actions/Process to Facilitate Proiect Development <br />· Uses effective planning or regulatory tools and techniques to overcome barriers to redevelopment <br />· Leverages funding sources or techniques to assist in covering the cost of redevelopment, infill or <br /> adaptive reuse <br />· Helps overcome time-sensitive impediments <br />· Strengthens methods, not listed above, to move the project to redevelopment <br /> <br />Required Attachments: Attach the following additional information to the back of the application, in <br />8.5" x 11" format, Do not attach a coversheet, page(s) or use any graphic images on top of the <br />application form. <br />· Site plan showing immediate context, location of existing and planned buildings, streets or other <br /> improvements, pedestrian access and open/public spaces <br />· Resolution of. Support. <br />· One copy of related Master Plan, if applicable <br /> <br />Vicinity Map: Contact your Metropolitan Council Sector Representative (651.602.1312 or <br />http://www.metrocouncil.org/planning/assistance/sectorreps.htm) before September 2, 2003 for a <br />vicinity map showing project location; planned land use; and regional context. This will be the only <br />vicinity map reviewed by the staff team.
