Jankowski, City Engineer <br /> <br />RE: <br /> <br />Proposals for Water Tower Design and Construction Inspection (I.P. #99-64) <br /> <br />Background: <br /> <br />On January 3, 2000, requests for proposals for professional services were sent to two firms <br />specializing in tank erection and coatings, AEC Engineering, Inc. and KLM Engineer, Inc. <br />Proposals were received from both firms. I have reviewed the proposals and recommend <br />retaining AEC Engineering, Inc. for the following reasons: <br /> <br />l) <br /> <br />Costs. AEC and KLM each estimated different construction durations for the erection work <br />and the coating work. When normalized using the same number of weeks in each proposal, <br />AEC's work for all services on the new tower was about 4% lower than KLM - $97,800 <br />vs.$101,526. AEC guaranteed these costs, short of unusual circumstances, while KLM <br />acknowledged the inspection costs as estimates only to be billed on a time expended basis. <br /> <br />2) <br /> <br />Project Inspection. AEC named a single project inspector having 15 years experience. <br />KLM listed four possible senior inspectors, all having significant amount of experience of 7 <br />to 12 years. However, KLM also listed one coating inspector having only two years <br />experience. AEC appears to have an advantage in this very important element of the <br />pro fessional services. <br /> <br />3) AEC has the expertise to design well houses, which will be an element of the remaining <br /> work. KLM does not have similar expertise. <br /> <br />4) AEC submitted their proposal on time, while KLM's proposal was received today. <br /> <br />In summary, I would recommend that professional design and construction services be awarded <br />to AEC Engineering, Inc. in the amount not-to-exceed $106,900 for the following services: <br /> <br />Design New 1,500,000-gallon Tower ...................................................... $23,600 <br />?erform Construction Inspection and Testing ......................................... $65,800 <br />?erform Shop Inspection of Primer Coatings .......................................... $ 8,200 <br />Incorporate Telecommunication Preparation ........................................... $ 5,000 <br />Inspect and Prepare Repair Specification for 500,000-gallon Tower ...... $ 4,300 <br /> <br /> <br />
