Council. Ms. Frolik recommended, based on the above satisfactory six-month appraisal, that <br />Community Development Secretary Tara Olson be retained as a regular, full-time employee, <br />effective September 1999. <br /> <br />Motion by Councilmember Anderson and seconded by Councilmember Connolly to recommend <br />Council adopt the resolution formally ending the probationary period for Community <br />Development Secretary Tara Olson and granting her the status of regular, full-time employee, <br />effective September 15, t 999. <br /> <br />Motion carried. Voting Yes: Councilmembers Anderson and Connolly. Voting No: None. <br />Absent: Mayor Gamec, <br /> <br />Case #2: Consider Authorization of Hiring New Positions in Personnel Department <br /> <br />City Administrator Norman distributed a revised flow chart of City staff's organization, which <br />replaces the previous flow chart, which indicated the Assistant City Administrator was a go- <br />through position. He noted this new scenario places the position of Assistant City Administrator <br />as a position separate from department heads who would then report directly to the City <br />Administrator. He noted, however, that there will also be an indirect relationship between the <br />department heads and the Assistant City A:i:tministrator. City Administrator Norman stated while <br />this new scenario poses opportunity, it also poses a financial constraint. It was noted that the <br />Personnel Technician position has been changed to Human Resources Manager. <br /> <br />Councilmember Anderson stated she does not know how comparable the department heads are <br />with regard to salary. <br /> <br />City Administrator Norman stated this position would be less than a department head and <br />explained the salary is determined by responsibilities and point values assigned to the position. <br />He noted the Assistant City Administrator position is currently budgeted on the lower end of the <br />department heads. <br /> <br />Councilmember Anderson asked if the consultant who assigns point values to job titles has been <br />used. <br /> <br />Mayor Pro tern Zimmerman stated that regardless of the title, it will be looked up in the report to <br />match up with the responsibilities and duties performed which is where the pay scale lies. <br /> <br />Councilmember Connolly noted that with the new scenario, all department heads will still report <br />to the City Administrator. <br /> <br />City Administrator Norman stated if a department is in need of overload assistance, the Assistant <br />City Administrator could work with that department, at his (Norman's) direction. He stated that <br />while this scenario would work, it would result in an increase to the salary level because it would <br />bring the Human Resources Manager position to the status of a full department head. <br /> <br />Councilmember Hendriksen stated his understanding was that Rhonda Heryla would be placed in <br /> <br />Personnel Committee/January 25, 2000 <br /> Page 2 of 5 <br /> <br />I <br />I <br />I <br />I <br /> <br /> <br />
