the position of Human Resources Manager. <br /> <br />City Administrator Norman stated that is correct, noting the salary difference is $10,000. <br /> <br />Councilmember Anderson asked if there are other options available. She stated she believes Ms. <br />Heryla will be a "quick study," however, she currently has no background experience and to <br />place her as a department head immediately may be premature. Councilmember Anderson stated <br />Ms. Heryla will need training in public sector human services. <br /> <br />Councilmember Hendriksen asked how different this position is; from the private sector to public <br />sector. <br /> <br />City Administrator Norman advised that Ms. Heryla has been negotiating on the salary. <br /> <br />Mayor Pro tern Zimmerman noted her current salary is $33,000, this position pays $43,000, and a <br />department head pays about $53,000. He asked if this position can be filled and the City still <br />hire a TIF Specialist. <br /> <br />Finance Officer Lund advised the budget shows $35,437 for this position. <br /> <br />City Administrator Norman stated Ms. Heryla wants a bottom line on the salary of $44,000 to <br />$45,000, noting the Human Resources Manager position is identified in Job 172. <br /> <br />Councilmember Anderson stated her concern with upsetting the City's budget and her support to <br />change the organizational chart to have Ms. Heryla as a Human Service Manager but not a <br />department head. She noted the revised flow chart identifies this position as a department head <br />which results in another $10,000 increase. <br /> <br />Councilmember Hendriksen stated he believes a lot will be gained by Ms. Heryla in the position <br />of Human Services Manager since she has been in similar positions and has a better sense of the <br />immediacy of private sector employment. He stated that he had hoped for a second interview. <br /> <br />Mayor Pro tern Zimmerman reviewed Scenario F, suggested it be considered and then, if it works <br />out, the Council could upgrade the position to a department head. <br /> <br />Councilmember Anderson stated with Scenario F, the position would become a department head. <br /> <br />Councilmeml:. r Connolly noted that department heads currently work together on various issues <br />and it has not been a problem. <br /> <br />Councilmember Hendriksen stated he thought Joyce Pruitt Hottinger was a human resource <br />person and asked if she was also responsible for Administrative Services. <br /> <br />City Administrator Norman stated the salary was $53,700 and Joyce Pruitt Hottinger was <br />responsible for both. <br /> <br />Personnel Committee/January 25, 2000 <br /> Page 3 of 5 <br /> <br /> <br />
