Finance Officer Lund explained the position starts at 82% of the top and step one is at 85% of the <br />top salary. <br /> <br />City Administrator Norman noted the difference is $6,000, not $10,000. He explained if the <br />position has full department head status, it would increase responsibilities which would result in <br />assigning more points and that would increase the salary. He stated that the possibility of <br />department head status was discussed early in the process but, most recently, the human <br />resources issues were discussed. He advised that the applicant also talked with Linda Waite- <br />Smith, former Administrative Services Manager. <br /> <br />Councilmember Hendriksen asked if Human Resources and Administrative Services are the <br />same. <br /> <br />City Administrator Norman stated Personnel is part of the Administrative Services position, <br />about 80%; in addition, they manage seven employees. <br /> <br />Councilmember Hendriksen asked what the pay range is for Personnel. <br /> <br />Finance Officer Lund stated the City does not have a Personnel Director but it is classified as job <br />172, which is $44,000 to $43,000. <br /> <br />Councilmember Anderson stated she sees some of the Personnel responsibilities under the <br />Administrative Services Manager and some under the Assistant City Administrator. <br /> <br />Councilmember Hendriksen suggested placing the Assistant City Manager at department head <br />status and the Human Resources Manager under that, but over administrative staff. Thus, <br />administrative staff would report to the Human Resources Manager. <br /> <br />City Administrator Norman stated that makes sense and would provide supervisory points which <br />would justify the salary being discussed. <br /> <br />Councilmember Anderson stated she would like all department heads to work through the <br />Assistant City Administrator position. <br /> <br />City Administrator Norman explained the organization has to move toward that type o'f <br />organizational chart at a gradual pace. <br /> <br />Councilmember Anderson reviewed that the changes to Scenario F will be to replace the <br />Personnel Technician title with the title of Human Services Manager, to add supervisory status, <br />and to place the position under the Assistant City Manager position on the organizational chart. <br /> <br />City Administrator Norman stated that he will need some flexibility when negotiating the salary <br />with Ms. Heryla. He noted the position is budgeted for in the 2000 budget. Since negotiations <br />have not yet been completed, he recommended language be added for the City Administrator to <br />report to a Council subcommittee. <br /> <br />Personnel Committee/January 25, 2000 <br /> Page 4 of 5 <br /> <br /> <br />
