Motion by Councilmember Connolly, seconded by Councilmember Hendriksen, authorize the City Administrator to make a job offer to Kim Moore-Sykes to serve in the position of Assistant City Administrator at the posted annual salary of $57,268, contingent upon physical examination and implementation of a one-year probationary period. Motion carried. Voting Yes: Mayor Pro tem Zimmerman, Councilmembers Connolly, Hendriksen, and Anderson. Voting No: None. Absent: Mayor Gamec. Motion by Councilmember Connolly, seconded by Councilmember Hendriksen, to authorize the City Administrator to make a job offer to Rhonda M. Heryla to fill the newly created position of Human Resources Manager at a beginning pay of approximately $43,800 and not to exceed $45,000 contingent upon physical examination and implementation of a one-year probationary period, with the understanding that if the salary range is not negotiated within this range, the City Administrator will need to conduct a telephone poll of the Council for further authorization. Motion carried. Voting Yes: Mayor Pro tern Zimmerman, Councilmembers Cormolly, Hendriksen, and Anderson. Voting No: None. Absent: Mayor Garnet. City Administrator Norman noted personnel staff is not on board now and this new position requires a new range. He explained that Labor Relations, Inc. was used a year ago and recommended they be used again to help incorporate this new position into the City's steps. Councilmember Anderson asked if it is worthwhile to do that now or after the other new positions are determined. City Administrator Norman stated he wants to assure the salary fits into the range and suggested Labor Relations, Inc. be hired for a fee not to exceed $1,000 Motion by Councilmember Connolly, seconded by Councilmember Hendriksen, to amend the motion to authorize the hiring of Labor Relations, Inc. to create the ranges for the newly hired positions for a fee not to exceed $1,000. Motion carried. Voting Yes: Mayor Pro tern Zimmerman, Councilmembers Connolly, Hendriksen, and Anderson. Voting No: None. Absent: Mayor Gameo.
