CONSULTING AGREEMENT <br /> <br />THIS AGREEMENT, made as of the 15th day of March, 2000, by and between <br />the City of Ramsey, Minnesota (the "City"), a municipal corporation organized <br />and existing under the laws of the State of Minnesota and Advance Resources <br />for Development, Inc. (the "Consultant") a Minnesota Corporation. <br /> <br />The City is a municipal corporation and has the power to enter into this <br />Agreement and carry out its obligations hereunder, The Consultant has the <br />power to enter into this Agreement and to perform its obligations hereunder and <br />is not in violation of the laws of the State. <br /> <br />The Consultant has experience in marketing and attracting industrial <br />development on behalf of communities and is willing to provide services to the <br />City based on this experience. The City desires to have development consulting <br />services provided by the Consultant. <br /> <br />Therefore, the parties agree as follows: <br /> <br />DESCRIPTION OF SERVICES. Beginning on March 15, 2000 the Consultant <br />will provide the following services (collectively, the "Services"): <br /> <br />Industrial De velopment Marketing Services <br /> <br />1. Direct Marketing <br />2. Networking with facility planners, financial institutions, other players, etc. <br />3. Handle general public relations as it relates to industrial development. <br />4. Market to trade organizations <br />5. Meet with plant location firms <br />6. Follow through with business prospects in response to their need for <br /> information on sites, costs, financing, construction, etc. <br />7. Complete proposals on an as needed basis to prospects expressing interest <br /> in a Ramsey location. <br />8. Conduct site tours with prospects. <br />9. Close transactions involving Ramsey locations. <br /> <br />Financial Services. <br /> <br />The City of Ramsey has been a financial participant in many development <br />projects. In support of this strategy we will provide the following services on <br />request in support of the city staff. <br /> <br />1. Prepare financial plans and strategies for industrial <br /> development projects. <br />2. Secure financing for prospects upon request. <br />3.
