City Engineer Jankowski replied that there was an overall plan, explaining that they made use of <br />the low lands for on-sight ponding. <br /> <br />Mr. Holosek inquired if the City would allow a development with on-site ponding in a residential <br />area without an outlet. <br /> <br />City Engineer Jankowski replied that they have in certain areas. <br /> <br />Mr. Holosek replied that it is incomprehensible that they City would install a drainage pond <br />without an outlet. <br /> <br />City Engineer Jankowski replied that with commercial properties you never know how much <br />bituminous area they are going to have and so ponding is a benefit for the area. <br /> <br />Mr. Holosek inquired if the City had a plan for an outlet. <br /> <br />City Engineer Jankowski replied yes, explaining that originally they had planned to hook up with <br />the City of Anoka, but now there are issues with the Joint Powers Agreement and so the City has <br />chosen to go a different direction. <br /> <br />Mr. Holosek questioned the idea of having a 54-inch pipe to serve two way water with the theory <br />that the pond will absorb all the run-off. <br /> <br />City Engineer Jankowski replied that after a very prolonged period there will be water flowing <br />out of the pipe, and if there is a rain event there might be water going in two directions. <br /> <br />Mr. Holosek replied that if there is a wet year there will be a problem with which way the water <br />is going. If they run the drain on the north side of the tracks, there would not be a need for such <br />a large pipe on the south side of the track and the City should not be forcing development on <br />anyone. <br /> <br />City Engineer Jankowski reviewed how the properties would be taxed for the project. <br /> <br />Mayor Gamec inquired if the first year tax is based on the assessed value for 1999. <br /> <br />City Engineer Jankowski replied yes. <br /> <br />Mayor Gamec inquired if it would be feasible to complete the project in segments. <br /> <br />City Engineer Jankowski replied that he would have to go back to the designer to see what the <br />impact would be, but it would probably not create an immediate problem for the pond. <br /> <br />City Council/February 22, 2000 <br /> Page 17 of 27 <br /> <br /> <br />
