Motion by Mayor Gamec, seconded by Councilmember Zimmerman, to adopt Resolution #00- <br />02-051 granting a one-year extension to May 12, 2001, to record the final plats of River Pines 3rd <br />and 4th Additions. <br /> <br />Further discussion: Councilmember Connolly inquired if the reason for the delay was marketing. <br />Community Development Director Frolik explained that the Development Agreement requires <br />that the development is done in phases one through five and most developers want to complete <br />one phase before they record the next phases. Councilmember Hendriksen stated that if US <br />Homes fails to meet their obligations then so be it. He stated that there are many residents who <br />are not happy living next to a crater. Mr. Pritchard replied that the creator is not the <br />responsibility of Orrin Thompson Homes, but part of a Council's decision with Good Value <br />Homes. Councilmember Anderson inquired if the area will be returned to its original grade when <br />the mining permit expires in June. Community Development Director Frolik replied yes. <br />Councilmember Connolly inquired as to what happens if they don't grant the extension. <br />Community Development Director Frolik explained that if the extension is not granted US <br />Homes would have to record phases three and four by May 12, 2000. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, and Anderson. <br />Voting No: Councilmember Connolly and'Hendriksen. <br /> <br />Case #8: Recommend Policy for Recreation District Accounting Modification <br /> <br />Parks/Utilities Supervisor Boos stated that at the City Council and P~k and Recreation <br />Commission work session of September 21, 1999, the subject of how park dedication proceeds <br />are accounted for and allocated was discussed. After a lengthy analysis of the pros and cons of <br />the existing system, there was a consensus agreement that modification to the current practice <br />was in order. The revision would provide for increased flexibility in park spending citywide - <br />but maintaining Recreation District integrity by reserving some dollars for only neighboring park <br />and open space enhancement. The new system discussed would distribute the moneys as <br />follows: <br /> <br />· 50 percent of park dedication contributions would be retained within the District generating <br /> the cash - for improvements within or bordering the District. <br />· 50 percent of park dedication cash would be retained in a "city-wide district" for capital <br /> improvements in any or ali districts and for any park and trail projects. <br /> Interest earnings on the citywide district would be retained within the district. Interest <br /> earnings over the aggregate of the 17 districts would also be applied to the citywide district <br /> unless specified otherwise by year-end. <br /> <br />Parks/Utilities Supervisor Boos explained that at the January's regular Park and Recreation <br />Commission meeting, the proposed resolution was recommended for approval.
