I
I
I
i
I
I
I
I
I
I
I
'1

Commission and staff also recommended that existing balances in the Park Trust Fund remain in
the respective Recreation Districts.

Mayor Gamec inquired if they would still have the option to use all of the funds if the park
benefits the entire City.

Parks/Utilities Supervisor Boos replied yes.

Mayor Gamec stated that he would like to see the Park Commission review the park districts to
determine if all 17 of the districts are still needed.

Councilmember Hendriksen stated that one of the problems is that some of the districts are
already fully developed and miss out on developing things in their area, but thinks the proposed
resolution is a step in the right direction.

Motion by Councilmember Hendriksen, seconded by Mayor Gamec, to adopt Resolution #00-02-
052 for the accounting and disbursement of park dedication proceeds.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Connolly,
and Zimmerman. Voting No: None.

Case #9:

Report from Public Works Committee

1) Update on Water Tower No. 2 (Improvement Project #99-64)

City Engineer Jankowski stated that the City has contracted with AEC Engineering to perform
the design for Water Tower No. 2. John Busak and Bob Kollmer were present to make a
presentation to the Committee on various styles of water towers and to answer questions on
issues affecting costs. The Committee received manufactures' brochures on tank styles and
decorative paintings. The Committee provided the consultant with the following direction in
preparing plans and specifications:

1. Bids should allow for a water spheroid (the style of the existing Ramsey tower) and the
hydropillar style (the style used by Champlin).
2. A three-color painting scheme might be anticipated. (A logo rendering will need to be
determined prior to bidding, anticipated for April 2000.)
3. Bids should be received for two completion dates: Late Fall 2001 and early Summer 2001.
The Council can then evaluate the cost of completion in order to have the tank serviceable to
meet the demands of Summer 2001.

City Council/February 22, 2000
