2) Update of Storm Water Utility Implementation <br /> <br />City Engineer Jankowski stated the staff reported that the storm water utility ordinance will take <br />effect March 6, 2000, and that the first quarter billing would best be delayed. The Committee <br />directed that the first quarter billing be either incorporated into the second quarter billing or be <br />eliminated, depending on the logistics and cost associated with the billing process. The <br />Committee also provided direction and/or concurrence with staff on several technical points <br />relative to the implementation of the utility, specifically as it would pertain to non-residential <br />customers. <br /> <br />3) Update on Year 2000 Construction Projects <br /> <br />City Engineer Jankowski stated that this case identified the thirteen separate contracts for <br />construction improvements that will be undertaken in 2000. Several of these contracts include <br />multiple projects. For example, the 2000 Street Maintenance Program and the Storm Sewer <br />Improvement 2000 involve seven individual improvement projects. All but two of the thirteen <br />projects have been initiated, with either plans and specifications being prepared currently in a <br />mandatory 60-day moratorium period. The..two uninitiated projects need to have consultants <br />selected soon. The Committee was also presented with a staff proposal to add an additional <br />storm water project that would provide storm sewer to the intersection of 142nd Avenue and <br />Gennaniuln and Fluorine Streets. The cost of this project is estimated at $72,500, and would be <br />financed by the storm water utility. The Flintwood subdivision streets are scheduled for a <br />biturninous overlay, and this storm sewer should be installed before the overlay since it will <br />greatly improve the longevity of the pavements in those two intersections. The Committee <br />recommended the addition of this project in the Storm Sewer Improvement 2000 project. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Connolly, to approve the <br />addition of the Flintwood Storm Sewer to the Storm Sewer Improvement 2000 projects. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Cormolly, <br />Anderson, and Hendriksen. Voting No: None. <br /> <br />4) Report on T.H. #47 Surplus Property <br /> <br />Councilmember Zimmerman stated that staff reported advertising the sale of surplus properties <br />acquired for the T.H. #47 STP project. Interest was expressed from two parties: Lord of Life <br />Church is interested in purchasing the former Elke property and an Erkium Street resident <br />expressed interest in obtaining a strip of property adjacent to their rear yard for the purpose of <br />extending the size of their backyard. The Committee recommended that the Elke property be <br />offered to Lord of Life Church in the amount that the City pays the Church for parcels 3, 4, and <br />6. The Committee also directed staffto contact all the adjacent properties that have the potential <br />for having their backyards extended by the transfer of Surplus Parcel 3.
