Motion by Mayor Gamec and seconded by Councilmember Anderson to recommend City <br />Council adopt a resolution ending Brian Swanson's probationary period effective March 15, <br />2OO0. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Councilmember Anderson. Voting No: None. <br />Absent: None. <br /> <br />Case #2: <br /> <br />Authorization of Hiring a New Patrol Officer <br /> <br />Human Resources Manager Heryta stated that a panel consisting of Corporal Timothy Dwyer, <br />Sergeant Robert Kuhn, Patrol Officer Bradley Paplham, Patrol Officer Gary Voit, and herself <br />met on March 9, 2000, and interviewed the finalists for the position of Patrol Officer. An offer <br />was made to Jeffrey Katers who will be able to start on March 28. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Anderson to recommend City <br />Council hire Jeffrey Katers at a salary in compliance with the labor agreement. <br /> <br />Further Discussion: Police Chief Gustafson noted that Jeffrey is coming from Sherburne County <br />where he has one year's experience as a detention deputy and several years' experience in other <br />capacities of law enforcement. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case/43: Temporary Out-of-Class Pay for Police Technician <br /> <br />City Administrator Norman noted that this issue came before the City Coancil in January, at <br />which time Councilmembers had concerns about this type of action possibly occurring when <br />someone goes on vacation or sick leave and others have to cover the duties. He stated that past <br />practices for out-of-class pay has been awarded when a position has been vacated and recruiting <br />is underway for a qualified replacement. In those cases, Council appointed an Acting City <br />Administrator, Acting Finance Officer, Acting Senior Accountant, and Acting Community <br />Development Director. He added that approximately five years ago a janitor was being used for <br />snow plowing duties, for which he was awarded out-of-class pay, however such practice was <br />discontinued. For these reasons and because there are no provisions in the labor agreement or in <br />the City Code Personnel Policy to warrant out-of-class pay, staff recommends that City Council <br />deny the award of out-of-class pay to Police Technician Linda Aaseby during the absence of <br />Police Records Manager Arlene Stafford. He noted staff was not in complete agreement on this <br />matter. <br /> <br />I <br />I <br /> <br />Mr. Norman also stated that a survey was sent out to TUG (a group consisting of Personnel <br />Directors from cities in the metropolitan area), and I7 responses were received: 5 had out-of- <br />class pay in their union contract language, 5 had it in their personnel policy, and 7 had nothing. <br />Mr. Norman stated he views this as a bargaining issue, not to be awarded upon request. <br /> <br />Councilmember Zimmerman stated it's common labor practice to have employees fill in during <br />employee absences. <br /> <br />I <br />I <br />I <br /> <br />Personnel Committee/March 14, 2000 <br /> Page 2 of 4 <br /> <br /> <br />
