I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> I <br /> I <br /> <br />(b) No Certificate of Real Estate Value need be filed with the County Auditor, as <br /> per Minnesota Statutes, Chapter 272.115. <br /> <br />(c) <br /> <br />The sale or transfer completes a contract for deed entered into prior to the <br />effective date of this ordinance. This Subsection applies only to the original <br />vendor and vendee on such a contract. <br /> <br />(d) <br /> <br />Any dwellings or other b~ildings with running water are connected to a <br />municipal wastewater treatment system. <br /> <br />5, Sale Transactions Occurring between December I and April 1 <br /> <br />(a) <br /> <br />If the sale transaction occurs between November 1 and the following April 30, <br />and the inspection cannot be completed, the transfer may occur with a <br />stipulation that a compliance inspection shall be completed by the following <br />June 1, and a certificate of compliance is completed by the following <br />September 30. <br /> <br />Prohibition Against Transfer of Property; Enforcement. No real property in the <br />City shall be transferred unless the parties to the transaction have complied with the <br />requirements of this Section. <br /> <br />Notice of Violations <br /> <br />Cause to Issue a Notice of Violation. Unresolved and either separate, recurrent, or <br />continuing violations of this Section by an applicant, permittee, installer or other <br />person, as determined by inspections, re-inspection, or investigations shall constitute <br />non-conformance or noncompliance with this Section. <br /> <br />Serving a Notice of Violation. A notice of violation shall be served by mail upon <br />the applicant, permit, installer or other person found to be in violation of this Section. <br /> <br />3. Contents of a Notice of Violation. A notice of violation shall contain the following: <br /> <br />(a) A statement documenting the findings of fact through inspections, re- <br /> inspection or investigations; <br /> <br />(b) A list of specific violations of this Section; <br /> <br />(c) The specific requirements for correction or removal of said violations; <br /> <br />(d) <br /> <br />A mandatory time schedule for correction, removal and compliance with this <br />Section; and <br /> <br />(e) <br /> <br />Specific enforcement actions that will be taken if corrective action is not <br />completed. <br /> <br />In case the owner shall fail, neglect, or refuse to comply with the notice to <br />repair or rehabilitate or abate as described in the Section above, the City may <br />order the owner of the building prosecuted as a violator of the provisions of <br />this Section and may order the work specified in such notice. A statement of <br />the cost of such work shall be transmitted to the City, who shall cause the <br />same to be paid and levied as a special assessments against the property. <br /> <br /> <br />
